The implementation of the Phu Yen Provincial Planning for the 2021 - 2030 period, with a vision to 2050, with clearly stated potential, advantages and development strategies, is opening up great opportunities for Phu Yen to lure more investors and accelerate growth. Vietnam Business Forum’s reporters have an interview on this with Mr. Ta Anh Tuan, Chairman of the Phu Yen Provincial People's Committee.

The year 2024 is decisive to the successful implementation of socioeconomic development targets and tasks in the 5-year Socioeconomic Development Plan in 2021-2025 and the resolution of the 17th Provincial Party Congress. What solutions has Phu Yen put forth to achieve its plan?
In 2023, besides fundamental advantages like other localities in the country, Phu Yen province still faced numerous difficulties and challenges. However, with the close direction of the Government and the Prime Minister, the active support of ministries and central agencies, the participation of the entire political system, and the companionship of the business community, enterprises and people to carry out consistent and drastic solutions and tasks, the province’s stable socioeconomic, defense and security situations and development aspects created the foundation to achieve its planned targets and indicators in 2024 and beyond.
The year 2024 is decisive for the province to complete socioeconomic development targets and tasks in the 5-year Socioeconomic Development Plan in 2021-2025 and the resolution of the 17th Provincial Party Congress. Phu Yen aims to focus resources on restoring and promoting rapid, comprehensive and sustainable economic development. The province continues the consistent, prompt and effective enforcement of resolutions and directions on socioeconomic development and budget targets in 2024 of the Government, the Prime Minister, the Provincial Party Committee, the Standing Board of the Provincial Party Committee and the Provincial People's Council. To successfully implement these goals and tasks, the Provincial People's Committee focuses on directing, managing and implementing the following key solutions:
(1) Focusing on effective planning implementation and management, especially two core plans approved by the Prime Minister; strongly and decisively deploying early solutions to overcome existing problems and limitations, especially in land compensation, site clearance and ordinary construction materials, to speed up project progress and public investment disbursement; urgently completing procedures and utilizing resources to launch projects along coastal roads; focusing on reviewing and promptly tackling difficulties and obstacles to accelerate the implementation of private projects; encouraging investors to approach, research and propose investment projects in the province, especially investors who are researching investment opportunities in Hoa Tam Industrial Park and Bai Goc Port; coordinating with central authorities to eagerly carry out key infrastructure projects in the province such as the Eastern North-South Expressway project and Tuy Hoa Airport upgrading and expansion project.
(2) Completely and promptly implementing policies to ensure social security; focusing on solutions to create jobs, export manpower and reduce poverty sustainably; deploying consistent solutions to enhance the quality of teaching and learning; raising the quality of public health protection and care and the quality of medical services; accelerating the progress of early completion of investment procedures for upgrading, expansion and construction of new Phu Yen General Hospital; effectively carrying out cultural, information, physical training and sports tasks, creating a joyful and excited atmosphere among the people; and preparing celebratory activities for major holidays and important events in 2024.
(3) Focusing on military training and fostering national defense and security knowledge for people; consistently and effectively directing military personnel delivery as assigned targets and quality; synchronously and effectively applying measures to suppress all types of crime; improving the quality of investigation and crime handling and settling crime denunciations and crime reports; reforming and improving the quality of citizen receptions; strictly enforcing conclusions after inspection, examination and audit; and intensifying inspection, corruption resistance, thrift practice and waste prevention.
(4) Synchronously carrying out administrative reform; developing e-government and digital transformation; sharpening competitiveness; enhancing the performance of the government apparatus at all levels to achieve all political tasks.
With the highest determination and greatest effort, we believe that Phu Yen province will successfully achieve its targets in 2024 and create breakthrough growth momentum in 2021-2025.
Phu Yen aims to focus resources on restoring and promoting rapid, comprehensive and sustainable economic development
The Phu Yen Provincial Master Plan for the 2021-2030 period, with a vision to 2050, and the revised Nam Phu Yen Economic Zone Construction Master Plan to 2040 were approved by the Prime Minister. How will the province effectively carry out these plans to entice investors?
We determine that the effective implementation of the Phu Yen Provincial Master Plan for the 2021-2030 period, with a vision to 2050, and the revised Nam Phu Yen Economic Zone Construction Master Plan to 2040 to attract more investors are key tasks to open up opportunities and create rapid and sustainable development. To do this, the province will focus on carrying out the following solutions:
First, the province will boost the information and communication of core contents of these plans to all levels, sectors, business communities and people of all walks of life, to have unified awareness, high determination, great effort and drastic actions to carry out them.
In addition, we will focus on building a plan for consistent but flexible implementation of these plans. At the same time, we will concentrate on planning management, conduct prompt reviews and adjust specialized plans.
Second, Phu Yen will make drastic efforts in administrative reforms, improve the business investment environment, ensure consistency, openness, transparency in activities, and gradually elevate the performance of the province’s PCI, PAPI, PAR and SIPAS indices to the best in the country.
Third, we will reform active investment promotion, seek and invite large, strategic domestic and foreign investors to introduce and advertise the local investment environment, potential and advantages to them. This move will help them actively approach and research investment instead of passively waiting for investors. The province is committed to assisting investors in researching and carrying out projects and creating the most favorable investment and business policies.
In early 2024, the province held a conference to announce its Provincial Planning and Investment Promotion in 2024 to introduce its planning contents as well as local potential advantages to domestic and foreign investors to draw strategic investment projects.
Fourth, we will focus on investing in infrastructure construction and prioritizing investment resources for key projects to open up the development space. In the near term, we will invest in completing coastal roads, upgrading and expanding Tuy Hoa Airport, Nguyen Huu Tho Road that links to Eastern North-South Expressway and infrastructure development in Nam Phu Yen Economic Zone.
At the same time, the province will firmly carry out site clearance, land compensation and residential resettlement to provide sufficient land for new projects to keep up with their registered progress and build up the high consensus of dwellers in the places where these projects are implemented.
Fifth, Phu Yen will actively and effectively implement mechanisms and policies to cooperate in development with other provinces in the region to boost common and indigenous strengths, especially in services, tourism and industry as per the regional development plan approved by the Prime Minister in Decision 376/QD-TTg dated May 4, 2024 on ratification of the Northern Central and Central Coast Plan for the 2021-2030 period, with a vision to 2050.
Sixth, the province will concentrate on improving the quality of human resources, especially high-quality personnel, intensifying inspection, supervision and evaluation, summarizing experience in carrying out plans to make prompt adjustment and have appropriate solutions to achieve planning goals.
The implementation of master plans will create development breakthroughs, but Phu Yen is facing a huge and heavy workload ahead. So, how is the provincial government resolved and determined to make this happen?
The implementation of the Phu Yen Provincial Master Plan for the 2021-2030 period, with a vision to 2050, and the revised Nam Phu Yen Economic Zone Construction Master Plan to 2040 approved by the Prime Minister is of particular importance to local socioeconomic development; Phu Yen must do a lot of work with great difficulties and challenges. Therefore, the province hopes to receive more attention, support and assistance from the Government, the Prime Minister, ministries and other central agencies to carry out these plans.
Simultaneously, first and foremost, all levels, sectors, localities, units, businesses and people of Phu Yen province must unite, join forces to address difficulties with specific actions. The provincial government will endeavor to reform its leadership, direction and administration, with people and businesses placed at the heart of service; and improve public service ethics, attitude, practices and responsibility with their work. The province will boost human resource development, reform administrative procedures, create transformational changes in the investment and business environment, sharpen competitiveness, form the most open and favorable investment environment to entice investors to successfully accomplish planning goals and tasks to make Phu Yen a place of wellbeing, prosperity and peace.
