Phu Yen Business Association: Connecting Authority and Businesses

Promoting the role of a bridge connecting businesses as well as between the government and businesses, the Business Association of Phu Yen province has made many contributions to the development of mechanisms and policies, contributing to creating a more favorable business environment today. In particular, the Association has proposed to the province many effective solutions to remove difficulties and support enterprises to boost production and business.

Mr. Ngo Da Tho, Chairman of the Business Association of Phu Yen province, said that as of June 30, 2022, there were 4,100 operating enterprises in the province (total registered capital of about VND 74,900 billion), operating in the fields of commerce, tourism services, construction and agriculture-forestry-fishery. In general, the production and business situation of enterprises has improved, but there are still many difficulties due to the influence of the environment. Due to the impact of the COVID-19, the cost of input materials has increased, some enterprises operate in moderation, failing to achieve the set plan, and a few enterprises have to stop operating or be dissolved.

Facing the difficulties of businesses, the Provincial Business Association has actively connected with business associations and clubs in the area to grasp the situation of businesses through many forms such as exchanging via phones, organizing meetings, sending emails and establishing Zalo groups. Thanks to that, many difficulties were promptly reflected and recommended by the Association to the Government, the Ministry of Health, the Provincial People's Committee and the departments and branches to support and solve. Specifically, the recommendations made by the Association are related to: Early issuance and deployment of economic stimulus packages to support businesses to restore production; land rent reduction; debt restructuring, debt repayment period extension, bank loan interest rate support. The Association also issued solutions to remove difficulties for construction contractors for signed contracts performed in the form of fixed unit price. The Association will recommend the authority to continue to extend, postpone, reduce the implementation of tax obligations or allow late payment of taxes for businesses due to the impact of the COVID-19 epidemic.

With the active participation of the Provincial Business Association, many support policies have been promptly implemented by the Provincial People's Committee to help businesses gradually restore production in a new normal state. At the same time, the Provincial People's Committee directed departments, branches and localities to strengthen accompanies with businesses, promote administrative reform, and improve the business investment environment. Enterprises in the province also promote their internal resources, actively link, and come up with many solutions to maintain production and business activities in accordance with the new situation.

As of June 30, 2022, Phu Yen province has granted new business registration to 299 enterprises, an increase of 24.58% and enterprises returning to operation before the deadline increased by 85.71% over the same period. The operation of enterprises have gradually recovered, the number of enterprises dissolved was 46 enterprises, down 19.29% over the same period. Enterprises operating in industries are optimistic about the situation of production and business.

In the coming time, Phu Yen Business Association will continue to monitor and survey the operation, production and business process of member enterprises; promptly grasp arising difficulties and problems, synthesize recommendations and proposals of enterprises and send them to authorities at all levels in order to remove bottlenecks and support enterprises to stabilize production and business. The Association will strengthen linkages between businesses in supporting the exchange of production experiences, developing consumption markets, and using each other's products. At the same time, the Association will actively coordinate with functional departments to advise the Provincial People's Committee to develop mechanisms and policies, propose solutions to strengthen administrative reform, remove difficulties in land clearance work, and support enterprises to access capital, contributing to improving the business investment environment and enhancing enterprise competitiveness.
