Advancing Digital Transformation and Digital Economic Development

Drastically implemented digital transformation in Lang Son province has produced important results and helped build a foundation for continued digital transformation.

Like other localities in the country, Lang Son province defines digital transformation and digital economic development as a key task that needs focused leadership and execution, with the resolve of the entire political system and authorities at all levels and the strength of the entire political system, community and society. The province has consistently and completely carried out tasks in five digital transformation pillars according to Resolution 49-NQ/TU and achieved important results, thus contributing to local socioeconomic development.

All 11 districts and cities have consolidated their district-level steering committees on digital transformation. The province has 1,658 digital teams with 9,042 members, which are working as extended arms for steering committees on digital transformation at all levels and playing key roles in bringing digital technology and digital skills to the masses.

The Provincial People's Council issued a resolution on support for public employees performing digital transformation tasks in the province in the 2023 - 2025 period to motivate them to improve their capabilities to meet requirements and tasks in the coming time. At the same time, the province has mobilized human resources, especially high-quality personnel, for digital transformation to boost socioeconomic development.

All schools use digital platforms for online teaching and learning; all teachers use digital signatures and completely eliminate paper student profiles and academic transcripts; all people and companies are provided with virtual assistants to support administrative procedures; 100% of the province’s shared database operates on the Lang Son Make-in-Vietnam cloud platform; 100% of government activities at all levels from province to commune are posted on digital platforms; 100% of public services are eligible to go online in their entire process to serve people and businesses on digital platforms; and 100% of vehicles carrying imported and exported goods at Huu Nghi International Border Gate and Tan Thanh Border Gate are declared and processed on digital border gate platforms. Shared databases are linked through the province's Local Government Service Platform (LGSP). Lang Son maintains and operates stably the Administrative Information and Direction Center affiliated with the Provincial People’s Committee. The digital economy is promoted and widely deployed. Network safety and security are key factors in the province’s digital transformation, which has been promoted from Grade C to Grade B. The province has also installed QR codes on all roads, streets, public works and historical relics.

According to the report by the Ministry of Information and Communications, the Digital Transformation Index (DTI) 2022 of Lang Son province ranked 6th out of 63 provinces and cities. The share of the digital economy accounted for 12.52% of the province’s gross regional domestic product (GRDP), ranking 12th out of 63 provinces and cities. Besides, Lang Son is one of five leading provinces and cities in terms of ICT diffusion in other industries and economic activities.

On October 7, 2023, the Vietnam Digital Communication Association (VDCA) under the auspices of the Ministry of Information and Communications hosted the Vietnam Digital Awards 2023. Lang Son was one of seven winners of “Excellent Digital Transformation State Agency” Award with the Virtual Assistant Platform, an automatic solution for answering administrative procedures to people and businesses.

To date, Lang Son province has completed 21 out of 30 targets set for 2025 as stated in Resolution 49-NQ/TU of the Standing Board of the Provincial Party Committee on digital transformation.

Nevertheless, the province also encountered difficulties in action. For example, digital transformation human resources have not yet met requirements in both quantity and quality. Digital transformation infrastructure and equipment are lacking and inconsistent. The connection and sharing of shared data among central and local agencies remain limited. Digital infrastructure in some remote villages has not been covered with 3G/4G mobile service, inhibiting people from using digital platforms.

The Department of Information and Communications will actively and creatively reform thinking in digital transformation leadership together with professional goals and tasks. At the same time, the department will equip knowledge and unify mindsets and actions on digital transformation to boost awareness of digital transformation in governmental agencies, businesses and the masses to build consensus in society and the entire political system.

In 2024, the Department of Information and Communications will continue to advise the Provincial People's Committee to carry out key tasks as follows:

The department will complete installing radio stations in all communes, connected with the provincial source information system, to facilitate public propaganda. 100% of information systems, databases and software platforms of provincial agencies and district-level governments at the Data Integration Center will be tested and monitored to detect and promptly fix security defects and technical weaknesses. 100% of information systems will be assigned levels and installed with level-based information security assurance plans. The department will complete interconnection and synchronization of the Document Management and Administration System with the Provincial Historical Archives to store valuable records and documents. 100% of valid records of settled administrative procedures in 2018 - 2024 will be digitized. The DTI Index of the province will rank Top 6 in the country.
