The Department of Construction of Lang Son province has spared no effort to ensure effective administration of construction, especially zoning planning, project appraisal and project quality inspection, and carry out new rural construction standards to help complete local socioeconomic development goals.
Striving to fulfill all tasks
In 2023, the Department of Construction advised the Provincial People's Committee to introduce six legal documents; submitted to the Provincial People's Committee for approval three projects concerning adjustments to the master urban planning, special national monument preservation, renovation and restoration planning in Chi Lang district and many other planning projects. The department also appraised 122 project documents, inspected and tested the quality of 33 construction projects, issued 366 practice certificates to individuals and 83 capacity certificates to organizations; and completed 153 out of 160 tasks assigned by the Provincial People's Committee and leaders of the Provincial People's Committee and kept seven remaining tasks in progress.
The department has directed its subordinates to establish and appraise plans and investment projects in accordance with the Construction Law and the Urban Planning Law. Following appraisals, the department promptly corrected errors in construction surveys, design solutions, planning options, construction volume calculations, and incorrect estimated values to increase savings and reduce construction investment cost. The agency managed urban development and upgrading plans and achieved many positive results, managed construction order, inspected wrongdoings and sanctioned violations.
In 2024, the department will further strengthen construction and urban planning; appraise urban development and planning tasks, projects and programs; establish architectural management regulations to ensure progress; urge investors to carry out Social Housing Project No. 2; and complete the Housing Development Program. In addition, the department will complete the project on construction solid waste collection, transportation and treatment and carry out the National Target Program on New Rural Development in the 2021-2025 period.
Besides, the department will closely follow the direction of the Provincial Party Committee, the Provincial People’s Council and the Provincial People’s Committee in carrying out its administration tasks; focus on accelerating the progress of construction planning projects; intensify construction quality inspection; quickly introduce construction norms and unit prices for sand crushed from limestone in the province to reduce the cost of construction projects.
Improving the DDCI Index
Based on the rankings of the District and Department Competitiveness Index (DDCI) in 2023, the Department of Construction worked out an action program for 2024. In particular, the department figured out limitations, weaknesses and causes, introduced plans to improve falling indicators; announced goals, tasks and solutions to further improve and enhance component indicators as per Resolution 43-NQ/TU dated August 23, 2021 of the Executive Board of the Provincial Party Committee on improving the business investment environment and enhancing provincial competitiveness in the 2021 - 2025 period.
The Department of Construction has raised the quality of its administration; carried out consistent tasks and solutions to improve lowly-scored component indicators, maintain and upgrade rising indicators to lift up its DDCI Index and contribute to ameliorate the investment and business environment and enhance the Provincial Competitiveness Index (PCI) in the following years.
The department has accelerated reforms, applied information technology and digital transformation in handling administrative procedures, and increased the delivery of full-process online public services; reviewed and published transparent administrative procedures and processes for businesses and citizens to access them easily; simplified processes to reduce the time of carrying out procedures, especially those relating to project appraisal, construction capacity certification and professional practice certification.
The Department of Construction has concentrated on business support; enhanced the dynamism and leadership of authorities, accompanied businesses and investors with practical actions like organizing meetings and contacts with investors; closely coordinating with single-window divisions at the Provincial Public Administrative Service Center to effectively receive, process and return administrative documents.
The department has intensified inspection and strictly handled acts of harassment that cause difficulties for people and businesses in resolving administrative procedures.
