Mobilizing Resources for Enhanced Regional Transport Connectivity

Transport infrastructure in Lang Son province has been constantly upgraded and gradually completed with a system of North-South expressways and traffic routes to border gates and remote areas in recent years. The province has rallied resources to invest in transport infrastructure projects with high connectivity and ripple effects to link regions, boost economic development and attract investment.


National Highway 4B contributes to driving the socioeconomic advancement of Lang Son province and plays an important role in national development

In 2023, Lang Son Department of Transport was assigned four key tasks by the Provincial People's Committee, with one task excellently completed and three tasks well implemented. Regarding 103 tasks assigned by the Provincial People's Committee to monitor and handle affairs on the VNPT-iOffice system in 2023, the department completed 99 out of 103 tasks and continued four ongoing tasks. Regular professional tasks of investment management and investment implementation in transport infrastructure construction, transportation management, training management, driving license testing, traffic infrastructure management and maintenance and rural traffic development were implemented effectively by the department.

In addition, the department directed 17 traffic investment projects and completed seven projects. The agency also repaired 37 road projects (28 projects have been completed and put into use and the remainder are being under construction as scheduled). Regarding rural transport development, the department urged districts to carry out 33 rural transport development projects in 2023. By December 27, 2023, districts built 469.80km of rural roads of all types, 34.22% more than the target.

In 2024, the department defined 10 main groups of tasks in various aspects like increasing the percentage of communes with asphalted or concreted motorable roads to their administrative centers to 97.2% and the percentage of villages with hardened roads to their administrative centers to 82%; continuing to effectively implement the Rural Transport Development Project in 2021-2025 to reinforce over 350km of rural roads and build 10 bridges on rural roads according to this project; basically completing and operating a road connecting National Highway 4B with National Highway 18 in Dinh Lap district; and upgrading the Lang Son section of National Highway 4B.

In particular, the project upgrading Lang Son section on National Highway 4B (Km18 - Km80) is a key project to reinforce the connectivity between Lang Son province and Quang Ninh province and create a huge space for socioeconomic development of Loc Binh and Dinh Lap districts for many years to come. The Government also stated that National Highway 4B plays an important role in the socioeconomic development of Lang Son province and the whole country. This key traffic route links Lang Son with Quang Ninh and Hai Phong City, facilitates export and import transportation to Chi Ma and Ban Chat border gates of Lang Son province; connects with Mong Cai Border Gate, Ha Long and Bai Tu Long tourist areas, Van Don International Airport in Quang Ninh province. The section from Km18 to Km80 links tourist areas on the Nanning (Guangxi - China) - Lang Son - Hanoi - Hai Phong - Quang Ninh Corridor like Mau Son National Tourist Area (Lang Son), Tra Co, Ha Long, Van Don Economic Zone (Quang Ninh) and Cat Ba Island (Hai Phong). Along with Bac Giang - Lang Son Expressway and Huu Nghi - Chi Lang Road, once completed, the upgraded National Highway 4B will form a complete traffic connection in the region and reinforce national defense and security between Lang Son and Quang Ninh provinces.

To complete its tasks, goals and plans in 2024, the Department of Transport will actively advise the Provincial People's Committee to effectively develop synchronous and modern traffic infrastructure in the province; intensify inspections and examinations to correct errors in transportation; focus on directing the implementation of traffic construction investment projects; and coordinate with districts and cities in site clearance to accelerate project progress and meet the proposed requirements and plans.
