Hai Duong province has been undergoing a gradual transformation from self-sufficient to commercial agriculture, thanks to the implementation of various measures to accelerate information technology application, comprehensive restructuring, increased value creation and sustainability. Among these measures, digital transformation has proven to be an effective and modern approach to enhance the value and productivity of agricultural products.

Located in the Red River Delta with a mild climate, Hai Duong province possesses many favorable conditions for agricultural production. The province’s agriculture has shifted to commercial production, utilizing high technology and organic practices.

The province currently has over 15,500 ha of vegetables and fruits that are produced according to safe processes, of which 1,500 ha have obtained VietGAP and GlobalGAP certifications. The province also has 421.7 ha of organic production area, including nearly 150 ha that have been certified. The province has established and granted 112 farming area codes for domestic consumption and export, covering a total area of 1,735 ha, as well as 21 packager codes.

Moreover, the province has 86.5 ha of aquaculture area that meets VietGAP standards, 521 livestock facilities that apply high-tech agricultural production practices, and 1,000 ha of “floating” ponds for fish farming. Hai Duong also has 1,600 ha of high-tech aquaculture area, 45.7 ha of greenhouses and net houses, and 517 ha of farms equipped with advanced drip systems.

Mr. Bui Van Thang, Director of the Department of Agriculture and Rural Development, Hai Duong province, said: "High-tech application has changed the face of agriculture. Synchronous mechanization has helped improve labor productivity by 30-40 times compared to manual work, increase crop productivity by 10-20%, and increase commercial yield by 20-30%. In particular, digital transformation has facilitated the distribution of agricultural products, including lychee, on famous e-commerce platforms such as Lazada, Tiki, Shopee, Sendo, Alibaba, Voso and Viettelpost, where they have sold very well. Hai Duong currently has 146,868 agricultural production households that are active on e-commerce platforms, 172,727 agricultural households that have been trained with digital skills, and 1,150 products that are available on e-commerce exchanges. Transactions on e-commerce platforms have reached 41,115."

The 17th Hai Duong Provincial Party Congress of the 2020-2025 term identified “High-tech commercial agriculture and organic agriculture” as one of the four pillars of the economy. Following this direction, and aiming for “Rapid and sustainable development towards green growth and digital transformation as a comprehensive and inclusive development strategy”, the province’s agricultural sector will continue to focus on standardizing products, reforming production methods and asserting the brand name in the market.

Hai Duong’s agricultural economic development has been validated by its positive results. The province has adopted a strategic approach that involves enhancing product value and quality, establishing concentrated and large-scale commercial production, and applying digital transformation across the entire production and consumption chain.

The first step is to innovate thinking from “agricultural production” to “agricultural and rural economy”, from “searching for markets” to “market research”, and toward “green” values in production and consumption. Investment flows will be directed toward agricultural product preservation and processing, especially deep processing. Support policies will be applied to facilitate the formation of agricultural product processing industrial facilities.

Agricultural restructuring, associated with new rural development, will be based on scientific, practical and visionary principles, centered on three pillars of “ecological agriculture”, “modern countryside” and “smart farmers”.

The sector will also focus on key initiatives in the following areas: Infrastructure development; collaborative applied research for efficient and sustainable production and consumption; and rapid adoption of science and technology, digital transformation and rural development. The sector will implement the Project “Developing high-tech and organic agriculture in clusters for 2021-2025, with a vision to 2030” successfully.

The sector will also strengthen coordination in branding, advertising and trade promotion for agricultural products, especially recognized OCOP products, so as to integrate local agricultural products into added value chains, from production and harvesting to preservation, processing and consumption of products.
