Following the leadership and direction of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Authority of Hai Duong Industrial Parks (IPs) has effectively implemented the state management of IPs and completed their tasks and plans excellently. In particular, the Authority always puts enterprises in the central position, accompanies enterprises to remove difficulties, and promotes production and business.

Well performing the advisory role in the planning and development of IPs
The total area of IPs in Hai Duong province by 2020, which is determined in Resolution 87/NQ-CP dated October 7, 2019 of the Government on adjustment of land use planning to 2020 and land use plan for the last period (2016-2020) in Hai Duong province, is 4,527 hectares. Of which, 3,517 hectares is the national-level area allocated and approved by the Prime Minister on the IP planning for the development of IPs in Document 1156/TTg-KTN dated July 14, 2014 and Document 157/TTg-CN dated February 4, 2021, including 18 IPs and 03 extension areas. Carrying out the assigned functions and tasks, the Authority has completed the Project on adjusting and supplementing the development planning of IPs in Hai Duong province until 2020, with orientation to 2025; at the same time, advising the Provincial People's Committee on general documents, reports of explanations to be sent to the Ministry of Planning and Investment for appraisal and submission to the Prime Minister for approval of the IP planning according to regulations. On December 21, 2021, the Prime Minister issued Document 1766/TTg-CN on supplementing and adjusting the development planning of 03 IPs in Hai Duong province into the development planning of IPs in Vietnam. Up to now, Hai Duong province has been approved by the Prime Minister for the development of IPs including 21 IPs and 03 extension areas of the IPs, with a total area of about 4,507.7 hectares. In 2021, the Authority has completed the tasks assigned by the Provincial Party Committee and the Provincial People's Committee, actively coordinated with relevant departments, sectors and localities in advising on building orientations and planning for development of IPs in the period 2021-2030, with a vision to 2050 to integrate into provincial planning according to the Law on Planning; district planning; land use planning for the period 2021-2030 at district level, ensuring compliance with the prescribed time and coordination regulations.
The Authority regularly maintains coordination with provincial departments, sectors, districts and cities in the state management of IPs according to the regulations promulgated by the Provincial People's Committee; complying with regulations, quickly creating the most favorable conditions for investors and enterprises to implement projects, building factories to conduct production according to the registered schedule; promptly advising the Provincial Party Committee and the Provincial People's Committee to remove difficulties for investors in construction and business of IP infrastructure, as well as secondary investors in investment and business activities. The Authority regularly propagates and ensures thorough understanding among all cadres, civil servants and public employees so that they are fully, clearly and unanimously aware of the plan's objectives, tasks and key solutions for improvement of business investment environment to match the trend of international integration; focusing on raising awareness and responsibility of civil servants on public service ethics and administrative reform; resolutely fighting against bureaucracy, corruption and harassment; clearly defining the goals of enterprises in sustainable IPs, the province will be sustainable, so the province must really accompany enterprises to promote production and business development.
Striving to successfully complete the goals and plans in 2022
2022 is the second year of implementing the socio-economic development plan for the 2020-2025 term according to the Resolution of the 17th Provincial Party Congress. Sticking to the motto "Flexible adaptation, breakthrough growth", the Authority has focused and actively cooperated with other departments, sectors, districts of Nam Sach, Kim Thanh, Binh Giang, Cam Giang, Gia Loc and 06 IP infrastructure investors in site clearance; quickly handing over land to investors for infrastructure construction, creating industrial real estate to attract investment.
It will continue to advise the Provincial People's Committee to report to the Ministry of Planning and Investment for consideration, appraisal and submission to the Prime Minister for decision on investment policy of investment projects in construction and infrastructure business of Binh Giang IP (150 hectares) and Luong Dien - Ngoc Lien Industrial Park (150 hectares).
It will strongly improve the investment and business environment; enthusiastically supporting and guiding investors in legal procedures in accordance with the law; putting enterprises in the central position, really accompanying enterprises, and removing difficulties for enterprises to promote production and business development.
It is important to focus on attracting investment in IPs, especially FDI projects with high technology content, supporting industry projects, quickly filling up the assigned IP area; at the same time, urging projects that are behind schedule, reviewing and specifically considering projects that are no longer able to continue to be implemented in order to revoke the Investment Registration Certificate, ensuring compliance with regulations.
It is essential to carry out the responsibility of the leader in administrative reform; improving the capacity and quality of the contingent of cadres and civil servants in the performance of their official duties; extensively applying digital transformation in the fields of work, in the administration and settlement of work and handling administrative procedures of the agency; applying the quality management system according to the standard framework model of ISO 9001:2015; proactively reviewing legal regulations, proposing amendments and minimizing unnecessary documents and papers in administrative procedures to create optimal conditions for enterprises.
It will strengthen the management of investment, planning, construction and labor in IPs; proactively developing plans and organizing propaganda and effective dissemination of legal knowledge to enterprises in the IPs; regularly monitoring, grasping and urging the implementation of projects, production and business of enterprises; proactively grasping and gathering difficulties and problems of enterprises to coordinate with relevant departments and sectors or report to the Provincial Party Committee and Provincial People's Committee for timely handling.
It is important to well perform the work of supplying and introducing jobs to laborers and enterprises in IPs; expanding and well implementing consulting and support services for businesses, ensuring the completion of targets and plans in 2022.
It will actively advise the Provincial People's Committee on solutions to help businesses remove difficulties caused by the impact of the epidemic in order to achieve the dual goals of both epidemic prevention and socio-economic development; determined to implement effective epidemic prevention and control measures. It will also continue to maintain emulation blocks for enterprises in IPs in order to promptly encourage typical enterprises and promote emulation and production movements in IPs.
