Traffic infrastructure system development, available raw materials, abundant human resources and many preferential mechanisms and policies have made Yen Bai province-based industrial parks more attractive to investors. To find out more information, Vietnam Business Forum Magazine has an interview with Mr. Nguyen Huu Hien, Director of Yen Bai Industrial Parks Authority.
What do you think about the current picture of Yen Bai industrial parks and the province’s incentive mechanisms and policies for investors?
Up to now, Yen Bai province has detailed plans for three industrial parks covering a total area of 632 ha, which lease 293 ha of land to 46 projects with a total registered investment capital of VND9,162 billion, including 44 domestic direct investment (DDI) projects and two foreign direct investment (FDI) projects. Tenants are mainly engaged in crushing stone powder, producing woodworks, manufacturing garments, and manufacturing hydropower parts.
As a mountainous province, Yen Bai lacks resources for infrastructure development investment while it has not drawn infrastructure investors. For that reason, local industrial parks have not been invested synchronously, thus impacting investment outcomes.
Currently, in addition to general incentives, tenants in Yen Bai province-based industrial parks are entitled to local special treatments like supporting 50% of ground leveling expense (not exceeding VND3 billion per project); having electricity and water supply systems built to their project fences, and particularly being supported to complete investment procedures and land-lease procedures under current law.
What do you think about investment attraction in recent years?
In recent years, investment attraction into Yen Bai province-located industrial parks has increased sharply because of Noi Bai - Lao Cai Highway. In 2019 alone, 12 projects have registered to be operational in the province, of which five were licensed, 25% more than in 2018.
Performance of tenants are relatively stable. However, capital shortage has slowed the construction progress of some projects.
How have you played your advisory role in administration in the past years?
The authority has advised the Provincial People’s Committee on making detailed plans for three industrial parks covering 632 ha, which have to date attracted 46 projects, which have hired 30% of rentable areas. Particularly, the occupancy rate in Southern Industrial Park reached 70%.
The authority has also counselled the provincial government to regularly promulgate regulations on coordinated administration of industrial parks and, at the same time, understand their hardships and support tenants in the course of doing business.
What do you think about quality and efficiency of public administration reform of the authority? What are your directions and solutions for better outcomes in 2019?
In 2018, the Public Administration Reform Index (PAR Index) of the Yen Bai Industrial Parks Authority reached 81.89 points, ranked last among 20 departments/agencies because the authority soon brought all administrative procedures to the Provincial Administrative Center. Thus, it no longer had the single-window division, resulting in low rankings.
In 2019, the authority has carried out many solutions to address this as follows:
One, accelerating the reform of civil service regime; reviewing and assessing related administrative procedures to effectively realize administrative reform objectives and make administrative procedures public, simple, easy to understand and easy to apply; reducing time and cost for businesses; promptly remove inappropriate, complicated and troublesome administrative procedures; publicizing website addresses concerning public administration reform of the authority, email addresses and hotline phone numbers to receive and promptly handle feedback on administrative procedures to allow individuals and businesses to easily access administrative procedures, and address emerging problems in the course of executing administrative procedures.
Two, providing online public services; using management applications in the network environment; deploying specialized software, information technology applications to receive and handle feedback from individuals and organizations; raising awareness and actions of employees on the carrying out of public administration reform tasks and performance of public duties.
Three, upholding the ultimate goal of public service and public service; fully adhering to the objectives of public administration reform and control; focusing on innovating and improving public service quality; and modernizing administrative procedures with clear and specific criteria for perfection.
