In 2018, the Provincial Competitiveness Index (PCI) of Binh Thuan province ranked 22nd out of 63 provinces and cities, two places higher than in 2017, as it scored 64 points on a 100-point scale. The province has focused on clearing “bottlenecks” to increase the appeal of its business and investment environment to raise its PCI to Top 20.
In 2017, its PCI stood at 24, eight places higher than in 2016. So, in two years from 2017 to 2018, Binh Thuan witnessed its PCI climb 10 places. This was also a testament to efforts of the provincial government to improve the business and investment environment, promote administrative reform, strengthen dialogues and settle recommendations from the business community.
Needless to say, PCI itself is a fierce “race track” that always requires a level of progress by raising the score. In fact, the province’s PCI always picked up positively. For example, among 10 PCI component indices, seven looked up in 2017 (access to land, information transparency, informal charge, fair competition, dynamism of provincial government, business support services and labor training) and six picked up in 2018 (market entry, time cost, informal charge, labor training, dynamism of provincial government, legal institutions). Rising component indices and PCI are vivid testaments to efforts for administrative and policy reform of the provincial government. Business support and development policies have been actively carried out by the Provincial People’s Committee to create best conditions for businesses and investors. The Provincial People’s Committee has requested settling hardships faced by businesses and investors through face-to-face dialogues, conferences and meetings. The Standing Board of the Provincial Party Committee and the Provincial People's Committee have actively requested provincial and local agencies to deal with hardships and improve the investment and business environment for enterprises. Knowing that, for businesses, time is money, the Standing Board of the Provincial Party Committee and the Provincial People’s Committee always ask all-tier authorities to focus on administrative reform to reduce time, procedures and compliance costs and put into operation the Binh Thuan Public Administration Center to assist investors to deal with administrative procedures and access the investment environment faster.
Mr. Nguyen Ngoc Hai, Chairman of the Binh Thuan Provincial People’s Committee, said that the Provincial Party Committee and the Provincial People’s Committee always see business support and development as the foundation, motivation and key tasks in socioeconomic development; see support for enterprises to deal with difficulties, expand production and gradually improve business performance and competitiveness as the responsibility of all sectors and levels. With that spirit, the province aims to further accelerate administrative reform, improve business environment and raise PCI Index to Top 20 in the country.
To realize its goals, in 2019, the province will focus on improving four declining component indices, including access to land, information transparency, fair competition, and business support services. Besides, the province will continue to effectively carry out Resolution 02/NQ-CP, Resolution 35/NQ-CP of the Government and Directive 11/CT-UBND of the Provincial People’s Committee for better business environment, business support and competitiveness; and concentrate on four key tasks and solutions: supporting businesses to expand investment and business cooperation; planning construction and land-use; applying science, technology, communication information and freight transportation; and reforming administrative procedures. In 2019 and the subsequent years, Binh Thuan will resolutely raise PCI rankings, build a government of integrity, support, action and efficiency, and raise executive quality and efficiency, and economic growth quality.
