Focused economic restructuring coupled with changing the growth pattern has produced remarkable socioeconomic development achievements for Dak Lak province. Vietnam Business Forum Magazine has an interview with Mr. Pham Ngoc Nghi, Chairman of Dak Lak Provincial People’s Committee, on this issue. Hoang Nam reports.
What do you think about recent socioeconomic development of Dak Lak province?
In 2016-2018 and the first 6 months of 2019, Dak Lak province faced enormous difficulties and challenges. Fortunately, with the close leadership of the Provincial Party Committee; the concentrated and drastic administration of the Provincial People’s Committee; ongoing effort and determination of all levels, sectors and businesses; and the support of the people, the province achieved positive socioeconomic development and maintained good growth momentum. Its average economic growth stood at 7.81% a year.
Prices of most key agricultural products dropped recently. How does this affect socioeconomic development goals?
In the first six months of 2019, despite numerous difficulties due to sharp declines in prices of some key agricultural products and droughts as a result of the El Nino phenomenon, Dak Lak province’s socioeconomic development continued to advance. The gross regional domestic product (GRDP) was estimated at VND21,634 billion, equal to 38.63% of the full-year plan, 6.86% higher than the same period of 2018. The winter-spring crop output exceeded the plan and most areas expanded from the same period in 2018.
What causes and motivations have allowed Dak Lak province to achieve the above results?
First of all, it must be affirmed that the province's socioeconomic development in the three years (2016-2018 period) and the first six months of 2019 resulted from the government’s support policies and timely solutions to hardships faced by all economic sectors, especially enterprises. In addition, the support and leadership of the Central Party Committee and the Government, the effective coordination of central and local authorities and agencies facilitated local socioeconomic development.
Besides, it came from the firm direction of the Provincial Party Committee, the close supervision of the Provincial People’s Council, the highly determined administration of the Provincial People’s Committee, and the strong participation of the entire political system through many breakthrough solutions, the consensus of businesses and people from all walks of life.
What are some key breakthrough solutions you want to talk about?
Over the past time, Dak Lak province has focused on restructuring economic sectors, renewing the growth model, improving growth quality, labor productivity and economic competitiveness and developing industries with local competitive advantages and potential to form key industries and products to ensure sustainable growth.
The province has also sped up administrative procedure reform, enhanced the investment and business environment, increased investment attraction, and attracted resources for development investment.
The province has concentrated state-funded investment resources, called investment from other sectors for key projects to boost local socioeconomic development; and strengthened environmental protection, natural resources management and climate change response.
It has improved human resource training quality, education and training development, vocational training and employment; developed the social security system, strengthened human health protection and care, focused resources on hunger elimination, poverty reduction and sustainable poverty reduction.
Dak Lak province has effectively reformed and streamlined the political apparatus; reformed the organization and management system to improve the quality and performance of administrative units, consistently deployed physical and administrative reforms, effectively implemented the single-window mechanism at local State administrative agencies.
The economy is still exposed to risks. So, what solutions will Dak Lak take in the coming time?
Carrying out Resolution 15-NQ/TW dated June 1, 2012 of the Party Central Committee (11th term) on social security policies in 2012-2020, Dak Lak province thoroughly grasped, raised awareness and responsibility of formulating and implementing social policies. The province regards social policies as a regular, long-term and continuous political task, thus proactively devising appropriate solutions to ensure good social security and better livelihoods for local people. To ensure social security in the province and fulfill its socioeconomic development objectives and targets in 2016-2020, in the coming time, all levels of government, branches and localities need to make ongoing efforts and effectively implement tasks and solutions in the 5-year socioeconomic development plan 2016-2020. In particular, it will further focus on vocational training, renovate vocational training scopes, expand training scale, create all favorable opportunities for workers and young people to access vocational training services, and diversify vocational training forms and methods to meet local recruitment demand in industrial parks and factories. Dak Lak province will also effectively and timely carry out the National Target Program on Sustainable Poverty Reduction.
