In 2019, the management of industrial zones was stepped up by Dak Nong Industrial Zones Authority to improve the effect of State management and development of local industrial zones. In the face of new contexts and requirements, to better meet development needs, the authority has been adopting practical policies.
Focusing on building and developing industrial zones
Mr. Vo Van Hai, Head of Dak Nong Industrial Zones Authority, said, “Currently, in the province, Tam Thang Industrial Park completed building 73.78% of approved technical infrastructure by the end of 2019. Nhan Co Industrial Park, which is under construction, basically carried out all eight bidding packages for infrastructure construction and installation, estimated to complete 90% of total workload. The Provincial People’s Committee of Dak Nong province is asking the Prime Minister for adding 400-ha Nhan Co 2 Industrial Park in Dak R'lap district to the National Master Plan on Industrial Park Development to 2020. By the end of 2020, Dak Nong province will have three industrial zones, covering 727.19 ha.”
Dak Nong is a very poor province. Agriculture and forestry are the core of the economy. In order to increase the share of industry in the economy, the province has paid special attention to developing industry, and defined investment construction and development of industrial zones as a key task. Therefore, in order to adjust the master plan for industrial zone development and facilitate investment inflows to better meet development needs, based on each development stage, the authority determined its central and detailed tasks. At present, the infrastructure system at Tam Thang Industrial Park has been relatively completed. It has a centralized wastewater treatment center in operation with a daily capacity of 4,600 cubic meters and is preparing procedures to invest in installing automatic wastewater monitoring stations. Up to now, the technical infrastructure at Nhan Co Industrial Park has basically been completed and not affected construction and installation of Dak Nong Aluminum Electrolysis Plant Project.
Drastic in every step
Hai placed stress on the human factor. The authority has an employment strategy to recruit and train personnel in charge of environment, construction and investment with appropriate qualifications and foreign language skills to work in the international integration context. It sends employees to localities with developed industrial parks. It actively coordinates with relevant units to capture employment needs of tenants in industrial parks to figure out vocational training plans for actual situations.
Dak Nong Industrial Zones Authority also collaborates with relevant agencies to assess production technology and financial capacity of investors; gives priority to projects using modern environmentally-friendly technologies and capable of generating more revenue, especially supporting industrial projects for bauxite mining and processing for alumina and aluminum electrolysis manufacturing. The authority also gradually focused on investing in internal and external infrastructure construction, maintaining and repairing degraded items. This is also a basic factor to make it brighter in the eyes of investors.
Public and transparent administrative procedures concerning investment in industrial parks are a big plus. The Dak Nong Industrial Zones Authority regularly provides information on the current status of private land use and major projects to entice investors, while guidelines and policies on investment incentives in industrial zones coordinate with the Department of Planning and Investment to organize joint investment promotion programs. In the past time, the authority has received and completed administrative procedures within its jurisdiction ahead of time.
The open investment attraction policy of the Dak Nong province and the outstanding efforts of the Dak Nong Industrial Zones Authority and industrial park infrastructure investors will create new prospects for local industrial zones
