Recently, Hai Duong Department of Industry and Trade has made efforts to remove "bottlenecks" in improving the business investment environment, speeding up the implementation of investment projects, focusing on developing high-tech industry, supporting industry and making a push for industrial development. Reporters had an interview with Mr. Tran Van Hao, Director of Hai Duong Department of Industry and Trade. Tran Trang reports.
The whole political system in the area is determined to remove bottlenecks and open up resources to make Hai Duong "...by 2025, a modern industrial province", according to the spirit of the Resolution of the 7th Provincial Party Congress. For the Industry and Trade sector, which specific stages and areas will the removal of bottlenecks in improving the business investment environment focus on?
Identifying administrative procedures as a bottleneck, the Department of Industry and Trade has focused on reforming administrative procedures in the sector, contributing to creating clear changes in the investment environment, and attracting resources for socio-economic development. This specifically includes: Developing and implementing plans related to annual administrative reforms in accordance with regulations. All developed plans define specific tasks and completion time for each department and unit, which is one of the bases for evaluation and classification of officials, civil servants, public employees and annual emulations, commendation and rewards.
It has actively coordinated with units and press agencies to propagate administrative reforms to people and businesses in the province. It has implemented plans to examine and review legal documents; the law enforcement monitoring plan within the scope of the industry's advice to promptly recommend amendments and supplements to inappropriate points, strictly complying with the provisions of the law and in line with the industry's practice.
The Department regularly updates and sends a written request to the Public Administration Service Center to publicly post the list and contents of administrative procedures announced by the Chairman of the Provincial People's Committee that are under the Department's handling competence. At the time of reporting, 136 administrative procedures under the management of the Department of Industry and Trade (including 123 procedures under the jurisdiction of the province, 13 procedures under the jurisdiction of the district) are publicly listed at the Public Administration Service Center, publicized on the electronic one-stop shop Public Service System of the province and the Department's website at sct.haiduong.gov.vn under the category of administrative procedures, creating favorable conditions for the organization and individuals to access, learn and implement administrative procedures; at the same time, there are grounds and conditions to exercise the right to supervise the process of receiving and handling administrative procedures of civil servants.
Can you tell us about Hai Duong's potential to attract investment in the industrial, commercial and service sectors?
With a great advantage of location, in the central area of the economic corridors Hanoi - Hai Phong along National Highway 5 and Hanoi - Quang Ninh along National Highway 18, Hai Duong has many opportunities for cooperation and linking economic development space to form the industrial and urban axis connecting Hanoi - Hai Duong - Hai Phong and the economic axis of Hanoi - Chi Linh - Ha Long City, combining with Hai Phong and Quang Ninh to form a key economic triangle in the Eastern area of the Northern key economic region. Its convenient waterway system and river density are suitable for great water transport, and have plenty of room for logistics ports, especially near Hai Phong port, the largest seaport in the North, as well as Cat Bi airport in Hai Phong and Noi Bai airport in Hanoi. It can be seen that Hai Duong has great advantages for industrial and commercial development.
Hai Duong's labor force is considered to be abundant, of which over 60% of the population is in high working age. Along with that, the infrastructure of industrial parks (IPs), industrial clusters (ICs) has been completed with many large projects that have been invested and put into operation, which is also one of the advantages in attracting investment in manufacturing in high-tech industry, supporting industry and supplying various kinds of accessories for different industrial fields to serve the needs of domestic manufacturing and production, especially in the key economic areas of the North and export orientation. The land space for industrial development is large, in the period of 2021-2030, it is possible to convert about 10,000 hectares of rice land to non-agricultural land, in the period of 2020 - 2025, developing 5-7 more IPs, 30 - 50 ICs with an area over 5,000 hectares.
In order to promote its own potential, the Resolution of the 7th Provincial Party Congress (in the term of 2020 - 2025) has determined:
1. Focusing on developing high-tech and supporting industries. It will focus on attracting investment in developing synchronous and modern infrastructure of IPs and ICs; striving for the period 2020 - 2025 to make planning and call for investment in infrastructure of 3 to 5 IPs, 10 to 15 new ICs with an area of about 2,000 hectares. It will develop the supporting industry, creating linkages between domestic enterprises and enterprises with foreign direct investment (FDI) along the value chain.
2. Accelerating the development of potential service industries: Strengthening and improving the efficiency of investment-trade promotion activities; boosting propaganda, promoting the potential and advantages of service development of the province. It will focus on attracting investment in infrastructure works for service development. It will attract investment in the development of large-scale and modern commercial centers and supermarkets in key populated areas and new urban centers. It will develop various types of utility commerce and shopping centers; and diversify transaction methods such as: electronic payment and online sales. It will promote socialization, attract investment resources for tourism to develop tourism into an important economic sector; develop smart tourism, build high quality, diversified and branded tourism products.
What “push” is the implementation of the Project developing high-tech and supporting industries for the period of 2021 - 2025, with orientation to 2030 (Decision 3164/QD- UBND dated October 29th, 2021 of the Provincial People's Committee) expected to create for industrial development in the local area?
The Resolution of the 7th Provincial Party Congress (in the term of 2020 - 2025) has determined: "To focus on developing high-tech industry and supporting industry". The formulation and implementation of the project on development of high-tech and supporting industries for the period of 2021 - 2025 with a vision to 2030 is expected to create a "push" for industrial development in the area, with the following specific objectives:
It is essential to develop high-tech industry, advanced technology industry, new technology industry, clean technology industry and supporting industry to contribute to ensuring that by 2025, Hai Duong will basically become an modernity-oriented industrial province with the following objectives: (1) GRDP per capita of $US5,000 or more, (2) the proportion of agriculture, forestry and fishery in the GRDP reaching about 15%, (3) the proportion of processing and manufacturing industry in the GRDP accounting for 35% or more, (4) the ratio of TFP contribution to economic growth reaching about 35%, (5) the proportion of agriculture, forestry and fishery employees in the total number of employees reaching about 25%, (6) the proportion of trained workers reaching over 80%, (7) the urban population rate at 40%, and (8) the human development index of over 0.75%.
Priority is given to attracting high-tech, advanced technology, new technology, clean technology firms and large assembly enterprises to lead the development of supporting industry products, as the initial foundation for participating in the fourth industrial revolution.
By 2025, the production value of high-tech industry, advanced technology industry, new technology industry, clean technology industry and supporting industry will account for about 35% of the production value of the whole industry; by 2030, accounting for about 45% of the production value of the whole industry.
