Over the past time, the information and communication sector of Quang Ngai province has not only held a pioneering mission but also played a key role in supporting and promoting economic development. We have an interview with Mr. Tran Thanh Truong, Director of the Quang Ngai Department of Information and Communications, on this issue.

Driven by the outstanding robust growth of the province in recent years, how has information technology and telecom infrastructure developed? How has this sector contributed to local socioeconomic development?
In recent years, the IT and telecom infrastructure in the province has been much improved to better support socioeconomic development, natural disaster prevention, epidemic control, national defense and security. ICT infrastructure has also been developed completely, synchronously and modernly, from being an infrastructure for postal and telecom development to integrating with ICT infrastructure to gradually become an infrastructure for digital government, digital economy and digital society.
Particularly, the postal sector has developed widely with 240 postal service points and 160 cultural post offices. 98.2% of communes, wards and townships have cultural post offices and all have postal service points. Telecom network infrastructure and transmission cables, which are expandable and upgradable, have basically met modern service development requirements. The mobile service network covers most of the province, with 95% of BTS stations equipped with 3G and 4G technology. 95% of people can access 3G and 4G coverage.
To enable the single-window mechanism in settling administrative procedures, Quang Ngai province upgraded the Provincial Administrative Procedure Information System to version 2.0, approved by the Ministry of Public Security, to meet connection requirements with the national population database from December 2022 (becoming one of the first six provinces in the country to fully meet ensuring information security requirements). Information systems and digital platforms have been seriously invested and operated, including the Provincial Data Center, the Quang Ngai Provincial Intelligent Operations Center, the Provincial Open Data Portal Platform and Quang Ngai local government service platforms (LGSP).
To become a good performer on the Digital Transformation Index by 2025, what practical solutions and tasks has Quang Ngai province carried out?
In the past time, the Department of Information and Communications has actively advised the Provincial Party Committee, the Provincial People’s Council and the Provincial People's Committee to direct digital transformation in the locality with the aim of quickly making Quang Ngai an industrial province and developing digital government, digital economy and digital society to meet new requirements.
Especially in 2023, Quang Ngai will continue to speed up digital transformation across the province and reinforce the strength of great national unity and the political system built on "Solidarity, discipline, bravery, flexibility, innovation and effectiveness". The province will continue to foster national digital transformation and regard this as a new disruptive method to quicken the process of industrialization and modernization, with this year's message "Year of Digital Data, creating and utilizing data to create new values”. The locality will pay attention to provide training in digital transformation and especially assign agency leaders with the responsibility to lead digital transformation in their agencies. The province will strengthen the connection of the Online Provincial Public Service Portal with the National Public Service Portal and database and information systems of relevant ministries and sectors.
How effective is the development of smart cities and the Intelligent Operations Center (IOC) in Quang Ngai province?
Quang Ngai IOC Center was opened by the Provincial People's Committee and put into trial operation in the second quarter of 2022 (located at No. 54 Hung Vuong Road, Quang Ngai City). Up to now, the center has basically served the provincial leadership and administration in such fields as socioeconomic supervision and administration, public services and healthcare. The Department of Information and Communications has recently coordinated with VNPT Quang Ngai to decentralize and hand over accounts to 21 agencies and train and instruct operations, features and functions for relevant units.
In addition, smart city development is a major policy and direction of the Party and the State. By 2030, Quang Ngai province will implement smart city development with fundamental and comprehensive innovations for more effective and transparent management and administration of the government. People have the equal opportunity to access services, training and knowledge, narrowing the development gap and reducing inequality. Industries and fields are optimized to improve people's experience and quality of life.
2023 is the National Data Year. The information and communication sector defines digital transformation as a key task. The 2024 - 2025 period is an important period to focus on reviving and promoting economic development, creating a foundation for implementing the 5-year development plan in 2021 - 2025. The sector is firmly entering the new period with new opportunities.
