Improving Human Resource Quality in Ethnic and Mountainous Areas

To develop education and training and improve human resources in ethnic and mountainous areas, Son La province has made much progress in human resources of ethnic minorities, significantly contributing to economic growth and poverty reduction in ethnic and mountainous areas.

Fostering human resource development

Son La province has over 610 schools. Over 99.9% of children go to school and 100% of students complete primary education. 94.4% of people aged 15-60 years are literate. Education types are gradually diversified, with a system of non-public schools and specialized schools. Besides, education for ethnic minorities has been much developed, with boarding schools and semi-boarding schools for ethnic minorities.

As human resource development is a particularly important success factor in local socio-economic development, Son La province launched Plan 37-KH-UBND dated March 3, 2017 on the implementation of Resolution 52/NQ-CP dated June 15, 2016 of the Government on promoting and developing human resources of ethnic minorities in the 2016-2020 period, with a vision to 2030.

As a result, in the 2016-2020 period, over 42,100 rural workers in Son La province received vocational training, including nearly 2,420 commune officials and civil servants being trained with professional qualifications and skills. 87% of ethnic minorities were trained and over 95% were employed.

In 2021, ethnic knowledge was fostered for 275 commune officials in ethnic areas. The contingent of commune officials is 4,150 strong, of which 96.98% have intermediate or higher degrees. 31% of ethnic minorities of working age have access to appropriate vocational training, of which 57% are aged 18-35 years.

Vocational training for rural workers (mainly ethnic minorities) is associated with the National Target Program for Sustainable Poverty Reduction and New Rural Construction, helping access advanced techniques and technologies, professional development and sustainable production. The quality of rural labor in the province has improved. The quality of political, ideological and moral education, life skills training and international integration ability for ethnic minority students has gradually been raised.

Flexible deployment of solutions

Vocational education facilities have focused resources to enhance training quality, and connected with businesses to find and introduce jobs for graduates. The province has effectively deployed vocational education and human resources development mechanisms and policies; strengthened digital transformation and online training, and ensured adaptation to labor market requirements in the context of the Fourth Industrial Revolution. The province has coordinated with businesses to advise and guide students; and diversified vocational training suitable to natural conditions and habits of the population in ethnic and mountainous areas.

The province will review training occupations; create programs, curricula, documents and training duration for vocational education programs for different levels, cultures and languages of ethnic minorities; improve labor market information, promote and expand counseling, career guidance and job introduction for ethnic minorities; and build vocational training cooperation with enterprises.

In the coming time, Son La province will continue to effectively carry out Resolution 09-NQ/TU dated January 21, 2021 of the Provincial Party Executive Committee on human resource development in 2021-2025, with a vision to 2030. The province will focus resources on effectively implementing labor training to improve the quality of human resources from the National Target Program on New Rural Development, the National Target Program for Sustainable Poverty Reduction, and the socio-economic development plan in ethnic and mountainous areas. Son La will consolidate and arrange vocational training schools and enhance the working quality and performance of public service units.
