In the context of global economic uncertainties, many economic experts and policymakers have emphasized the importance of connections among businesses, especially small and medium-sized businesses that develop products under the One Commune One Product (OCOP) program. It will help businesses improve competitiveness and increase resilience to stand firm and enter overseas markets.
Hanoi city has 1,649 OCOP products
Creating production and consumption chains
Hanoi city has 1,649 OCOP products, including 1,098 four-star products, 534 three-star products and 4 five-star products. 1,071 products of them are in the food industry, 492 in the handicraft industry, 35 in the beverage industry, 34 in the garment industry and 17 in the herbal medicine industry.
Acting Director of the Hanoi Department of Industry and Trade Tran Thi Phuong Lan said that, every year, the Department regularly coordinates with districts and towns to put into operation OCOP product introduction and sale points throughout the city. The units that manage and operate OCOP points of sale in the city have also prioritized connecting, introducing and promoting not only local OCOP products but also those of other locations across the country. Many OCOP products have been introduced through nearly 50 points of sale in Hanoi city and promoted on 600 e-commerce platforms to boost exports.
According to Mr. Nguyen Xuan Dai, Director of the Hanoi Department of Agriculture and Rural Development, to meet the demand for agricultural products and food in the capital, over the years, the Department of Agriculture and Rural Development has promoted not only the efficiency of agricultural production and consumption chains, but also the development of a safe food supply chain between Hanoi and other cities and provinces across the country. Up to now, Hanoi together with other cities and provinces has built 786 supply chains, accounting for 48% of the total number of supply chains across the country, with 670 points of sale. Currently, these supply chains are being operated effectively, ensuring the supply of food for Hanoi customers.
In order for Hanoi’s agricultural products to further reach out to the world market, the agriculture sector reviewed relevant mechanisms and policies, on that basis, proposing to the competent authorities to amend, supplement and promulgate new mechanisms and policies to develop the processing industry, ramp up trade promotion and market development activities, as well as promote agricultural exports. The Department of Agriculture and Rural Development has made connections between localities and enterprises and cooperatives in order to improve the quality of key agricultural products; encourage enterprises, cooperatives and business households to invest in preliminary processing, processing and preservation of agricultural products on an industrial scale; create a centralized raw material area for potential products, serving the processing and export industries, Mr. Dai said.

Improving the quality of products
Mr. Nguyen Van Chi, Permanent Deputy Chief of the Hanoi Office of New Rural Development Program Coordination, said Hanoi has focused on promoting propaganda on the importance and meaning of the OCOP program; mechanisms and policies of the State on rural economic development and the OCOP program; promoting and connecting product consumption; spreading on the mass media good models and good practices of organizations and individuals successfully implementing the OCOP program.
In particular, implementing the National Digital Transformation Program, the Hanoi Office of New Rural Development Program Coordination has cooperated with TikTok Vietnam to help owners of OCOP products and safe agricultural products and regional specialties production units improve sales skills on TikTok, exchange products, connect consumption, ramp up trade promotion activities and develop distribution systems in the capital as well as other cities and provinces throughout the country. In addition, the Office has also organized training courses and offered free trade promotion for OCOP products on TikTok; live-streamed OCOP products in Hanoi and some other cities and provinces to promote their products on the platform.
Mr. Nguyen Xuan Dai affirmed that the OCOP program has promoted cultural identities, traditional values and local advantages; honored the creativity of artisans and craftsmen from craft villages; strengthened linkages between state management agencies, scientists, businesses, producers and the whole society to increase added value and sustainable development. In the coming time, OCOP products will be developed along value chains, associated with tourism and services. Thereby, it will contribute to promoting the goal of building new rural areas and urban civilization in the city.
Accordingly, the Hanoi Department of Agriculture and Rural Development has coordinated with relevant departments and districts in order for OCOP product inspection and supervision to be enhanced after being assessed and classified, to increase the brand value of products, in accordance with current regulations, to meet the demand for safe consumption of customers and serve exports.
In the immediate future, the Hanoi Department of Agriculture and Rural Development will urgently review current documents and regulations to advise the City People’s Committee to issue mechanisms and policies to support OCOP subjects and guiding documents for implementing the set of criteria for evaluating and classifying OCOP products issued under Decision 148/QD - TTg dated February 24, 2023 by the Prime Minister.

Mr. Nguyen Manh Quyen, Vice Chairman of the Hanoi People’s Committee, Standing Deputy Head of the Steering Committee for Program 04-Ctr/TU of the Hanoi Party Committee, Chairman of the Hanoi City OCOP Product Evaluation and Classification Council, said that Hanoi’s agriculture sector must be integrated with the goal of developing tourism and services to enhance added value and sustainable development. “Hanoi’s OCOP products must be the most typical products that represent the culture and advantages of each locality, associated with the goal of increasing added value and sustainable development. To do so, when evaluating and classifying OCOP products, it is necessary to take into account the requirements of planning specialized farming areas and applying appropriate technologies; prioritize organic products, value chain products, eco-friendly products, associated with tourism and services,” said Mr. Nguyen Manh Quyen.
