Vocational training, job creation and human resource development have achieved remarkable results in Lang Son province in recent years. To date, human resources in Lang Son province are ready to meet human resource needs amid the strong pace of the Fourth Industrial Revolution.
The province now has 21 vocational training schools (including four colleges, 10 district vocational training and continuing education centers, one trade union vocational education center, three private vocational training centers, one community vocational training school, and two provincial vocational education centers).
From 2018, Lang Son province has 11 district agricultural service centers and the provincial agricultural extension center that provide vocational education for rural workers.
To meet workers’ current needs for vocational training, local schools invested in vocational training equipment. In the first phase (2010-2015), all 10 districts established vocational training centers and invested in vocational training equipment. The Department of Labor, Invalids and Social Affairs has coordinated with the District People's Committees to direct authorities of labor, war invalids and social affairs and district-level vocational training centers to make regular reports on management and use of vocational training assets and equipment. Training equipment in district-level vocational training facilities was furnished in 2010 and 2011, grouped into two occupations: farming and non-farming.
Implementing Joint Circular 39/2015/TTLT-BLDTBXH-BGDĐT-BNV dated October 19, 2015 of the Ministry of Labor, Invalids and Social Affairs, the Ministry of Home Affairs and the Ministry of Transport on merging district-level vocational training centers, regular vocational training centers and general technical education centers into vocational training and continuing education centers, Lang Son province has merged district-level vocational training centers and continuing education centers into vocational training and continuing education centers since 2016. The province has also merged facilities and human resources.
From 2016 to 2018, district-level vocational training and continuing education facilities did not have new infrastructure investment. Laboratories, offices and classrooms were invested before 2015. Classrooms, administrative buildings and laboratories were transferred according to the Provincial People's Committee's decisions, managed and used by vocational training institutions in accordance with regulations on management and use of public assets.
From 2019 to date, with the budget of the target program allocated for equipment investment for vocational education institutions, the Department of Labor, Invalids and Social Affairs invested in facilities in Binh Gia, Dinh Lap and Van Lang districts. Teaching and learning equipment and materials were upgraded. To date, they basically work stably and effectively, with gradual solutions to existing difficulties.
In the coming time, the province will continue reviewing, revising and perfecting policies on vocational education socialization, creating a full and favorable legal corridor to encourage domestic and foreign private sector to invest in vocational training development, raising public awareness of vocational education socialization
Expanding branches of vocational training to match development plans of industrial zones, trade and service networks, agricultural and rural economic structure.
Working out vocational training restructuring schemes by speeding up local vocational training networks by speeding up socialization, improving operational quality, limiting the establishment of new State-funded facilities while encouraging the establishment of private and foreign-invested facilities; focusing on investment and development of vocational training facilities in poor localities and key economic areas.
Adopting policies to encourage and engage enterprises to develop vocational education under the following forms: Training in enterprises and handicraft villages, associating with vocational training institutions to enable learners to practice internships. Enterprises will offer funds for vocational training when receiving vocationally trained interns.
