Fostering Administrative Reform on Natural Resources and Environment

The Department of Natural Resources and Environment of Quang Ngai province has made efforts to launch many consistent solutions to reform administrative procedures with respect to natural resources and environment, and achieve encouraging results and enhance its administration of natural resources and environment field in the past time.

The Provincial Party Committee and the Provincial People’s Committee of Quang Ngai have firmly directed administrative procedure reforms and actively removed difficulties and obstacles for investors, thus creating a favorable and healthy investment and business climate for medium and large-scale investment projects to the province, especially focusing on supporting industries that tap local advantages and resources and projects that use cutting-edge environment-friendly technology.

Acting Director of the Department of Natural Resources and Environment Nguyen Duc Trung said that the department reviewed administrative procedures, processes, and conditions for easier business activity; launched the Action Program to implement Resolution 01/NQ-CP and Resolution 02/NQ-CP; advised the provincial authorities to carry out the Government's Resolution 79/NQ-CP on simplification of administrative procedures pertaining to resident management; and consulted the Chairman of the Provincial People's Committee to promulgate the internal process that enabled interagency settlement of administrative procedures relating to natural resources and environment.

In addition, in response to the direction of the Provincial People's Committee on implementation of key tasks concerning administrative reform to improve the Public Administration Reform Index (PAR Index), the Vietnam Provincial Governance and Public Administration Performance Index (PAPI) and the Provincial Competitiveness Index (PCI), the Quang Ngai Provincial Department of Natural Resources and Environment worked out plans to accelerate administrative procedure reform, ensure publicity and transparency of receipt and settlement of administrative procedures; and enhanced the investment and business environment. Specifically, the department developed plans to carry out key tasks on administrative procedures, particularly land procedures, to facilitate businesses and investors to access land for socioeconomic development.

Quang Ngai province achieved 64.33 points in the Provincial Competitiveness Index (PCI) 2019 to be a good performer in the year. Among 10 PCI component sub-indices, the Access to Land Index reached 6.65 points, 0.1 points higher than in 2018, one of the high-scoring sub-indices. Land access procedures, administered by the department, are always settled promptly to meet investors' needs, which is highly appreciated by investors. This success comes from ongoing efforts, enterprising and responsible actions of the department’s public employees. Land procedures are handled publicly and transparently. Land information is conveniently accessible for investors.

In addition to receiving feedback and recommendations on land from businesses and people through meetings, the Quang Ngai Department of Natural Resources and Environment opened a telephone hotline connected to departmental leaders who receive feedback and recommendations from organizations and citizens.

This has helped resolve difficulties in land procedures faced by enterprises and investors in the fastest manner. Trung said, to access land, investors have to work with many other agencies before the Department of Natural Resources and Environment. Therefore, in the coming time, the department will focus on implementing consistent solutions to ease land access procedures and facilitate investors and enterprises. As for procedures for changing the purpose of land use and land allocation for leasing, the department will process related papers in time and advise the provincial government to further reduce the time to settle procedures and publicize the order and procedures for investors to access and look up before working with relevant authorities on land affairs.
