The Quang Tri Management Board of Civil and Industrial Construction Investment Projects has excellently performed its function and task as an advisory body to the Provincial People’s Committee on construction investment, as well as management of civil and industrial construction projects in the province. The board has helped perfect the infrastructure system and create a driving force for local socio-economic development.
Mr. Phan Van Thang, Director of the Quang Tri Management Board of Civil and Industrial Construction Investment Projects, said, “We officially came into operation in July 2018, established from the merger of local civil and industrial construction project management units. Since the operation, we have consolidated the organizational structure and personnel in order to work efficiently and stably and gradually affirm our capacity in construction projects.”
When performing its tasks, the board adopts many measures to ensure construction progress and quality and raise capital efficiency; professionally carries out projects from the stage of investment preparation and investment execution to project completion and operation; manages and uses investment funds for construction projects; conducts regular visits to construction sites and hosts regular meetings with contractors to settle their emerging difficulties, as well as press on progress, quality, safety and environmental requirements.
Therefore, projects undertaken by the board are ensured in progress and quality, and are highly appreciated by concerned agencies and units. In 2019, the board completed 109 classrooms in mountainous and poor areas, mainly in Huong Hoa and Dakrong districts (The task was assigned in December 2018 and completed in December 2019); successfully mobilized investment resources for building and developing the grassroots health service delivery system, including the infrastructure construction and completion for 32 health stations. In addition, the board, in collaboration with the Department of Culture, Sports and Tourism, carried out ADB-funded ODA projects for tourism infrastructure development to support inclusive growth of the Greater Mekong Sub-region and the EU-funded national rural power grid project. These projects, once completed, will help improve the cultural life, health and spirit of local people and promote socio-economic development.
In 2020, with the focus on speeding up transitional projects, the board will continue to be assigned to deploy some civil and industrial construction projects and other economic infrastructure. In order to successfully fulfil its assigned tasks, the board will adopt various measures to improve the management effectiveness of construction investment projects in the province. It will actively coordinate with relevant branches, localities and investors to firmly direct and require contractors to mobilize maximum resources to ensure the progress of projects as planned. It will strengthen direction and administration on investment and construction to achieve higher results and strive to have more works and projects reach or exceed their assigned plans. It will ensure the quality of new construction projects and repaired projects to enable them to work perfectly.
At the same time, the board will continue to build a professional, brave, independent and creative project management workforce; apply modern technology; formulate or propose building a clear legal system to avoid overlapping; and complete practical project management processes.
The board will work with specialized agencies to propose solutions to accelerate construction investment; and build general processes and regulations on bidding, payment and settlement, which will be applied to all projects in order to ensure the legality of procedures and procedures, shorten time and ensure regulatory compliance.
