Enhancing Vocational Education Quality to Meet Development Needs

Determining that the quality of labor resources is an important factor in economic development and investment attraction, the Department of Labor, Invalids and Social Affairs of Ninh Binh province sped up technical and vocational education and training (TVET) programs to increase the rate of trained workers. The province aimed to create jobs for 19,400 workers annually in the 2021-2025 period and bring the rate of trained workers to 70-72%.

Improving training quality and employment

Currently, Ninh Binh province has 27 TVET facilities in operation, including 19 public facilities and eight private facilities at three levels (tertiary, secondary and primary). They enroll 21,672 students a year.

The province has four centrally administered schools with certified good training quality (two schools are prioritized for investment in high-quality education development) and seven prioritized schools (at national, international and ASEAN levels). The Labor Training Component Index of Ninh Binh province is always among Top 10 in the country. The share of trained workers in the province increased from 65% in 2020 to 68% in 2022.

To increase employment for workers, TVET institutions have actively coordinated and cooperated with companies to train and supply workers. To date, they have joined hands with more than 70 local and external companies. On average, TVET schools sign demand-based contracts and supply over 700 students to companies each year.

The quality of vocational training is improved, up to 70-80% of trainees are employed immediately when they are graduated. Popular professions include mechanical engineering, electricity, electronics, tourism, service and garment.

Linking training with practical needs

Mr. Lam Xuan Phuong, Director of Ninh Binh Department of Labor, Invalids and Social Affairs, said: The 22nd Ninh Binh Party Congress sets the goal of building Ninh Binh into a national tourist center, becoming a moderately developed province by 2025 and a relatively developed province by 2030. Improving the quality of human resources is considered one of three breakthrough stages.

Ninh Binh province focuses on modern environmentally friendly industrial development, economically using the land fund, improving the quality and efficiency of investment capital. At the same time, the province steps up investment promotion for key industries and fields.

Sticking to this direction, the province promotes TVET development and focuses on attracting social resources to raise the quality of human resources to meet recruitment demands. Particular focus is placed on training high-quality human resources for key industries and labor-intensive industries like automobile, electronics, hotel, tourism and personal service.

In the coming time, the Department of Labor, Invalids and Social Affairs will continue to review and rearrange the TVET system by streamlining and ensuring quality; bolster effective TVET development; strengthen cooperation with enterprises, encourage them to participate in vocational training and recruit trainees.

Regarding labor and employment, the province will enhance the quality of labor market forecast and information; strengthen supervision and regulation of labor supply and demand relations; facilitate companies and employees to borrow soft loans from the job creation fund to invest in manufacturing expansion and job generation for workers.

In the 2021-2025 period, the province will strive to generate jobs for 19,400 workers annually and lift the rate of trained workers to 70-72%. The training quality will be further improved to meet personnel requirements for the cause of industrialization and modernization of Vietnam as well as Ninh Binh province.
