Binh Thuan Traffic Construction Investment Project Management Board: Overcoming Obstacles for Success

Legacy of achievements

The Binh Thuan Traffic Construction Investment Project Management Board, restructured by the Department of Transport, has been making significant strides in recent years. By leveraging their collective experience and fostering a spirit of unity, the Board’s leadership has successfully cultivated a democratic work environment, enabling them to effectively accomplish their assigned tasks.

In the 2020-2025 period, the Board was entrusted with the management and execution of approximately 23 projects, including key initiatives such as the upgrade and expansion of Provincial Road 719 (Ke Ga-Tan Thien section), the Ham Kiem Road to Tien Thanh Project (from National Highway 1 to Provincial Road 719B), the renewal of Coastal Trunk Road 719B (section Phan Thiet-Ke Ga), and the Van Thanh Bridge Project. “These projects have significantly enhanced the province’s transportation infrastructure, facilitating inter-regional and inter-district connectivity, thereby fostering socio-economic development, tourism and goods circulation. This has increased the province’s appeal to investors,” stated Mr. Nguyen Thanh Hien with pride.

A notable accomplishment of the Board is the project to upgrade and expand Provincial Road 719, section Ke Ga-Tan Thien, in Ham Thuan Nam district and La Gi town. This project, with a total route length of approximately 32.5km and an investment of VND473,150 billion, was implemented over four years (from the end of 2016-2020 and transitioning into 2021-2025).

Following this, the Ham Kiem Road to Tien Thanh Project (from National Highway 1 to Provincial Road 719B) in Phan Thiet city and Ham Thuan Nam district commenced construction on November 16, 2021, and is projected to be completed in 2024. The route spans approximately 7.7km, with a total investment of VND419,987 million.

The project to renew Provincial Road 719B (section Phan Thiet-Ke Ga) began construction on November 25, 2020, and is expected to be completed by January 25, 2024. This project, with a total route length of approximately 25.61 km and a roadbed width of 28m (excluding the 12m wide sidewalk on each side as per the Planning), a 16m wide road surface (8m wide on each side), an 11m median strip, and a 0.5m reinforced shoulder width on each side, has a total investment of VND999,431 billion.

The Van Thanh Bridge project in Phan Thiet city, with a total investment of VND225,257 million, started construction on December 30, 2022, and is slated for completion on December 19, 2024.

Simultaneously, to meet work demands, the Board has facilitated professional departments such as the Department of Project Management and Department of Supervision Consultants to participate in training courses and stay updated with new regulations, thereby promptly meeting project management requirements.

Overcoming challenges

Mr. Nguyen Thanh Hien pointed out, from an investor’s perspective, project delays are primarily due to issues in the site clearance stage. Without a cleared site, contractors are unable to proceed with construction, leading to a stagnation in the disbursement of funds for site clearance compensation and construction costs.

Recognizing this issue early on, the Board proposed regular meetings with the localities through which the project passes to promptly address difficulties and problems in site clearance compensation. It also consistently urges contractors to accelerate construction progress on the site.

The Board has determined that the focus in the upcoming period will be on completing projects in the approved implementation list for the 2020-2025 period. Priority will be given to key projects that have widespread impact and link regions and districts.

The Board will also proactively, closely, and regularly coordinate with localities throughout the implementation process to promptly address obstacles and various issues that arise in practice. It will ensure proper investment preparation and implementation procedures, further improve the quality of investment preparation work, enhance the quality of document preparation, and organize the implementation of investment process work in a scientific and reasonable manner. This approach will help the implementation process comply with the prescribed order and procedures while shortening the time frame.
