Binh Duong province aims to build Binh Duong into a first-class city, with the goal of improving the material and spiritual living standards of the people; moving towards a civilized, rich and beautiful city and becoming a smart city in the future.
The boost from the smart city project
Started in 2016, Binh Duong Smart City Project is built on the basis of 5 breakthrough programs of Binh Duong Provincial Party Committee in the period 2016-2020. The project aims to gather a variety of domestic and foreign resources, targeting at new values of the regional and global economy in the 21st century, putting people and knowledge at the center, and taking “Smart” connection and cooperation as the motto to develop and become a flexible and creative economy capable of adapting to the changes of the world, in which the model of Three Houses (State - Institute / School - Enterprise) is the foundation.
The development project of Binh Duong is coordinated and supported by the sister city of Eindhoven, the Netherlands. Binh Duong province approaches the idea of a smart city in a different way, different from the conventional approach that considers the city a place to apply advanced technology to solve specific social problems. From the perspective of Binh Duong, the concept of a smart city can be understood as a dynamic, creative and connective ecosystem, in which all elements are constantly improved, innovated and optimized.
Binh Duong Smart City is operated by 2 mechanisms (3-house model and a flexible mechanism), 4 areas (people, technology, business and foundation elements) and 6 criteria (broadband connectivity, knowledge workforce, innovation, equal access to digital technology, sustainable development, support and encouragement).
Over 2 years of implementing the project, in 2018, Binh Duong was honored to become an official member of the World Technopolis Association (WTA) and the Intelligent Community Forum (ICF). In particular, Binh Duong for 2 consecutive years (2018-2019) was honored by ICF as one of the localities and regions with typical smart city development strategies in the world.
At the same time, 2019 - the second year Binh Duong continued to host and successfully organize the Asian Economic Cooperation Forum (Horasis). Horasis 2019 has enhanced Binh Duong's position in the international arena, contributing to expanding Binh Duong's international cooperation relationship in all fields, especially in investment and trade cooperation.
In particular, in 2019, in Binh Duong New City, the World Trade Center project Binh Duong New City complex met the criteria to join the World Trade Center Association (including 330 members from 90 countries). The center has been gradually planned in the Smart City project, an iconic project, increasing value for the region, becoming a global trade integrated service center, attracting partners, investors and knowledge workforce, creating conditions for the formation of an international trade ecosystem, connecting trade in the whole region.
The smart city in the 4.0 era
On January 22nd, 2020, the Executive Board of the Smart City issued the Plan 09 / KH-BDH to implement the Smart City Project in 2020. The project will focus on implementing a number of objectives including: a smart platform for a breakthrough into the new 4.0 era; To attach importance to the creative application of international models in the Binh Duong context; To further improve the Three House cooperation model: supplementing and consolidating the project's organizational structure; To enhance the continuous cooperation between government agencies, businesses, schools - research institutes in all activities.
To accomplish the above goals, Binh Duong will focus on implementing 12 key projects. Specifically, Binh Duong will test the registration of the ICF Top 7 title (one of seven localities with typical smart city development strategies of 2021); focus on developing high-quality human resources, innovative environment, promoting science and technology, applying it into practice in all sectors and levels; promoting innovation in the community, supporting start-ups, building a good business environment for new businesses, and expanding connections with existing businesses. At the same time, the province gives priority to developing the Science – Technology Industrial Park; building a supply chain ecosystem, smart logistics; attracting domestic and foreign enterprises and institutes, especially focusing on information technology, advanced communication and production. It will continue to implement a database system, E-government, administrative reform and public services.
At the same time, it will actively communicate and promote the Smart City Scheme and specific projects; organizing world-class events, prioritizing the organization of a chain of smart city events to coordinate many resources, bringing many great and practical meanings for Binh Duong both in terms of branding and attracting investment, exchanging to gain experience, technology, human resources; building sustainable development programs.
