2021 was the first year of the 2020 - 2025 term. Bac Giang had to face many difficulties and challenges, especially the heavy impact of the COVID-19 pandemic. In that context, the Party, government and people of the province always closely followed the leadership of the Central Party and applied instructions and policies flexibly, creatively in line with actual conditions, thus creating important momentum to successfully execute the Resolution of the 19th Provincial Party Congress that aims to quickly, comprehensively and firmly develop Bac Giang.
Focused leadership on effectively achieving “dual goals”
With active and adaptable leadership of the Party and authorities at all levels; the firm engagement of the entire political system; and joint efforts of the local business community and people, Bac Giang province has made positive progress, and achieves impressive and comprehensive results in all fields. Especially in 2021, the province stamped out the COVID-19 epidemic and effectively applied the so-called “dual goal” as guided by the Government of Vietnam.
Having been the largest epicenter of the COVID-19 epidemic in the fourth outbreak (since May 7, 2021), with the effective guidance and active support of the central government and the whole country, Bac Giang managed to simultaneously complete three very important tasks: Exerting all resources to urgently and quickly control the epidemic; successfully preparing and organizing election of deputies to the 15th National Assembly and all-level People's Councils for the 2021-2026 term; and quickly restoring business activity and supporting agricultural sales amid epidemic outbreak.
To date, the province's socioeconomic activity has basically returned to normality and the business community has focused on expanding business operations. Thanks to efforts of the Party, authorities and people in the province, on August 18, 2021, Bac Giang was honored to be awarded the Third-class Labor Order by President Nguyen Xuan Phuc for its achievements in COVID-19 epidemic prevention and control.
The spirit of solidarity and unity of the Party and people in the province, especially after the recent victory over the COVID-19 pandemic, is a very important foundation to create a new spirit and determination, for Bac Giang aims to achieve higher goals in the future.
Arousing the will and desire for growth
Being aware of opportunities and advantages as well as difficulties and challenges at present, the Party, government and people of Bac Giang province always uphold the spirit of unity, reform and aspiration for rising to successfully accomplish all goals and tasks. Thus, Bac Giang will continue to have breakthrough development in the 2020-2025 term.
In order to meet the people's beliefs and expectations, in the coming time, the Provincial Party Committee will focus on leading implementation of key tasks and solutions as follows:
First, focusing on COVID-19 epidemic prevention and control; using all available measures and means for epidemic prevention to ensure safety and health of the people and effectively carry out socioeconomic development tasks; and preparing best scenarios, plans and conditions to promptly and effectively respond to new situations based on localized response approach.
Second, directing communication, dissemination and implementation of Party resolutions to raise the awareness, unity, will and action of Party members; strengthening social consensus; studying and introducing instructive documents concretizing Party resolutions; synchronously carrying out measures to bring resolutions to life in the earliest and most effective manner to create drastic changes in all fields.
Third, reviewing and revising socialist-oriented market economic policies and local reality to spare resources for building a really open, equal and transparent economic, investment and business environment to encourage all economic sectors to develop together; focusing on solutions and policies for effective settlement of obstacles, barriers and bottlenecks that are hindering development, especially matters relating to State management of land planning management, site clearance, investment, construction, environmental protection, budget revenue and expenditure to ensure development goals.
Fourth, working out a synchronous socioeconomic infrastructure system, developing a synchronous transport infrastructure one step ahead, creating a foundation and driving force for development; developing industrial infrastructure (especially industrial zone infrastructure) to meet investors' demand for clean premises; developing urban and tourism infrastructure, especially information technology and digital technology, to create a foundation for building digital economy and digital society. Bac Giang province is determined to become a leader of digital transformation to create breakthroughs in socioeconomic development in the country in the coming time.
Fifth, stepping up administrative reform, one of key and regular solutions to upgrade the business and investment environment, lift the Provincial Competitiveness Index (PCI), strengthen the trust of people and businesses in the Party and government; synchronously and drastically carrying out measures to enhance the professionalism, spirit and service attitude of public employees; building a working style of "respecting the people, being close to the people, understanding the people, studying the people and being responsible to the people” so as to build a service-oriented administration, generate the highest public and business satisfaction; and tightening administrative discipline, resolutely handling and replacing civil servants with bureaucratic, harassing or negative behaviors that violate public service ethics to step up information technology application, foster digital transformation to improve work quality and efficiency to meet development requirements during the Fourth Industrial Revolution.
Sixth, paying attention to comprehensive development of cultural and social fields, raising material and spiritual life of the people, one key breakthrough task defined by the 19th Provincial Party Congress: Improving the quality of human resources to meet development requirements in the new period, with a focus on training skilled, technical and high-quality workers for increased labor productivity and economic competitiveness.
Seventh, strengthening construction and rectification of the Party and political system from provincial to grassroots levels; drastically, consistently, regularly and effectively implementing Party construction in terms of politics, ideology, ethics and personnel.
Eighth, improving personnel affairs; regularly and synchronously planning, training, fostering, assessing, selecting and arranging staff; creating a motivational environment for public employees to upgrade their professional qualifications; building a strong contingent of public employees for Party, government and civil society organizations at all levels. They must be wholehearted, visionary, enterprising, innovative and responsible for common interests.
