Marking the 40th anniversary of its reestablishment, Bac Binh district demonstrated a steadfast commitment to its socio-economic development plan for 2023. This dedication, coupled with the spirited emulation movements, has empowered the district to secure significant accomplishments across various sectors. These successes lay a solid foundation for achieving the objectives outlined in the Resolution of the 12th District Party Congress for the 2020-2025 term.

Catalyzing dynamic and sustainable development
In the year 2023, Bac Binh district not only met but also surpassed all 13 of its socio-economic development objectives. The district’s fiscal achievements are noteworthy, with the local budget revenue estimated at VND450,000 million, which is 140.63% of the forecasted figure, marking an increase of 1.11% compared to the previous year. The value of industrial production was estimated at VND3,450 billion, achieving 125% of the planned target and experiencing a growth of 7.8% over the last year. Approximately 23,007 hectares of agricultural land were transitioned to new and high-quality rice varieties, representing 58.62% of the total crop production area and an expansion of 6,745 hectares from 2022.
The district saw robust development in trade activities, with significant improvements in both the quality and quantity of goods. Tourism showed signs of resurgence, with the expansion of local tourism models. The inauguration of the Phan Thiet-Dau Giay expressway was a boon for the district, attracting over 318,942 tourists, an impressive surge of approximately 88.7% compared to 2022. The past year also witnessed the Provincial People’s Committee’s approval of an additional off-budget investment project, bringing the district’s total to 145 valid investment projects, encompassing a land area of 7,729.55 hectares and a registered investment capital of VND43,578.18 billion.

Education quality saw continuous improvement, with a focus on constructing schools that adhere to national standards. To date, 38 out of 67 schools in the district have achieved this benchmark, reaching a rate of 56.71%. Social security measures have been promptly addressed, with regular subsidies provided to over 1,022 beneficiaries (totaling VND19,007 million) and social protection extended to more than 4,528 individuals (totaling VND23,745 million). Additionally, COVID-19 support was granted to 2,758 individuals (totaling VND3,451 million). The district has also taken a centralized approach in directing relevant entities to implement anti-corruption programs and to manage the reception and processing of public feedback and recommendations. Efforts to strengthen national defense and maintain social order and safety have been reinforced.
Mr. Mai Van Vu, Chairman of the People’s Committee of Bac Binh district, said that the year 2023 was a critical period for executing the five-year socio-economic development plan spanning from 2020 to 2025. The accomplishments of 2023 serve as a solid foundation for Bac Binh district to devise strategies that address challenges and harness all available strengths. These strategies aim to initiate significant transformations and foster rapid and sustainable development across economic, social, defense, and security sectors in 2024, thereby ensuring the successful realization of the goals set forth in the Resolution of the 12th District Party Congress.
Leveraging advantages for growth
Bac Binh district, boasting the largest natural expanse in Binh Thuan province and a varied topography, enjoys a strategic position with its efficient transportation network facilitating inter-regional commerce. The district is poised for substantial growth, with plans to establish three national centers focused on energy, tourism-marine sports, and the advanced processing of titanium, capitalizing on the region’s natural advantages.
Key irrigation initiatives, including the Phan Ri-Phan Thiet project and the Le Hong Phong water supply canal, along with Ca Giay and Song Luy Lakes, have been seamlessly integrated into the existing irrigation network. This integration has spurred remarkable advancements in agriculture, particularly in the realm of high-tech farming, with over 4,004 hectares of agricultural land benefiting from cutting-edge scientific and technological applications.
The captivating Bau Trang sand dunes
The industrial sector in Bac Binh has seen robust development, with four industrial clusters drawing both infrastructure and secondary investment projects. Notably, the Song Binh Industrial Complex has secured nine secondary investment projects, covering an area of 45.82 hectares and achieving an occupancy rate of 37.56%. The district’s abundant sunshine and wind resources have been harnessed through numerous solar and wind power projects, bolstering Bac Binh’s industrial output, enhancing budget revenues, and generating employment opportunities. Presently, the district operates nine solar power projects (with a combined output estimated at 1,014 million kWh in 2023 and total revenue projected at VND2,113 billion) and three wind power projects (with a combined output estimated at 423 million kWh in 2023 and total revenue projected at VND831 billion).
The transportation infrastructure, particularly the North-South expressway traversing the district, has significantly improved the trade of goods and the expansion of commerce and services. Moreover, the district’s potential in developing resort tourism and marine sports has garnered considerable interest from investors.
Chairman Mai Van Vu emphasized infrastructure development as a catalyst for harnessing the district’s economic potential through 2025. This comprehensive plan encompasses the construction of vital transportation networks, irrigation systems, governmental facilities, educational institutions, and healthcare centers. The district is poised to attract further investment into the infrastructure of burgeoning industrial clusters, thereby fostering growth in key sectors such as agriculture, forestry, fisheries, titanium processing, renewable energy, and electronics. These initiatives are integral to the gradual development of the district’s marine and coastal economies.
In a concerted effort to promote investment, Bac Binh is set to engage strategic investors endowed with robust capabilities, extensive experience, and the acumen to invest in and effectively develop diverse coastal eco-tourism ventures in locales like Hoa Thang and Hong Phong. The district remains committed to the conservation and revitalization of cultural heritage, traditional crafts, historical sites, and cultural festivities, all while expanding homestay tourism opportunities. Furthermore, the district aims to broaden eco-tourism development around irrigation lakes such as Song Luy and Ca Giay, creating synergies with eco-tourism circuits like Piscin and Dong Mang Dam along the Ham Thuan Bac - Bac Binh - Tuy Phong inter-district route.
Bac Binh is keen on attracting high-tech agricultural projects to areas with untapped potential within the communes of Hai Ninh, Binh An, Binh Tan, Song Luy, Luong Son, and Hoa Thang. The district will allocate resources preferentially to versatile irrigation projects and collaborate closely on expanding the canal system drawing from Song Luy Lake. Continued efforts will be made to propose investments for the development of critical infrastructure such as coastal and river embankments, landslide prevention mechanisms, agricultural advancement projects, and comprehensive natural disaster management and mitigation systems.
