After being approved by the Quang Nam Provincial People’s Committee, the detailed plan (on a 1-to-500 scale) of the second phase and ratified in a written permission by the Standing Board of the Quang Nam Provincial People’s Council on June 26, 2018, the second phase of 2A - Dien Ngoc New Urban Area Project in Dien Ngoc Ward, Dien Ban Town, Quang Nam Province, invested by Phong Hai Thinh Trading and Service Co., Ltd, headquartered at 271 Dung Si Thanh Khe, Hoa Minh Ward, Lien Chieu District, Da Nang City, completed relevant legal procedures, from surveying, designing, carrying out technical procedures such as unexploded ordnance (UXO) clearance, geological exploration drilling and environmental impact assessment . The project is expected to bring a fresh breeze to the real estate market in both Quang Nam province and Da Nang City. This is a 50-ha social security project taken over from the People's Committee of the former Dien Ban district (present-day Dien Ban Town). The first phase was built on more than 9 ha and the remainder of more than 35.7 ha was assigned to Phong Hai Thinh.

Currently, the company is cooperating with the Dien Ban Land Fund Development Center and the Dien Ngoc People's Committee to quickly speed up measurement and traceability of land and architectural objects to conduct compensation for acquired land and avoid disputes and lawsuits. The company will complete site clearance, land compensation and infrastructure construction of the first component in 2021 and the second component in 2022. Besides, Phong Hai Thinh will build 12-storey apartment buildings to accommodate more than 400 households temporarily displaced for the first component before completing the construction of the resettlement infrastructure. After arranging resettlement for the displaced households, the company will sell these apartments to people in need to recover the investment fund.

Defined to be a northern center of Quang Nam province, Dien Ban Town has the necessary elements to develop from a satellite city to a hub interconnected with major cities and tourism cities in the region such as Da Nang and Hoi An a well as the central key economic region, with the emphasis placed on industry, services and tourism.
