The 110-year development history (February 9, 1913 - February 9, 2023), with a strong and indomitable tradition, is tempered from the process of national construction and protection of our forefathers. From "sweet fruits" in the economic front…
Kon Tum Province was established on February 9, 1913. During the resistance wars, Kon Tum and Gia Lai provinces were merged and then divided to facilitate the revolution. After the country was reunified, on August 12, 1991, the 9th meeting session of the eighth National Assembly issued a resolution to dissolve Gia Lai - Kon Tum province and re-establish Gia Lai province and Kon Tum province. The re-establishment of Kon Tum province came from general development requirements of the country in the doi moi (renovation) period, development trends and conditions of the Central Highlands as well as thoughts and aspirations of the peoples.
To date, 30 years after re-establishment, the province has reaped great achievements that contributed to the overall achievements of the country in the doi moi process for the goal of “rich people, strong country, democracy, justice, civilization”.
In 2020, the province's gross regional domestic product (GRDP) was estimated at VND25,851 billion. The average annual GRDP growth was 9.13% in the period 2016-2020. In 2020, the per capita income was VND31.5 million and the State budget revenue was VND3,505 billion. The province concentrated on developing high-tech agriculture, combined with the processing industry and consumer trends, with some high-tech agricultural products meeting export standards. Livestock production was developed, and strongly shifted from small-scale livestock production to concentrated, coordinated and high-tech farming. Aquaculture grew quite well.
Industrial production value increased steadily over the years. Export value reached US$150 million in 2020. Financial, banking, insurance, real estate, healthcare, entertainment and other services developed well. Tourism infrastructure was gradually improved, with investment licenses already granted to some ecotourism development projects, many tour routes and tourist attractions. Tourist arrivals to Vietnam increased by an average 23% a year. Key economic sectors and key products continued to be reviewed and adapted to actual situations and invested for development. The planning work was gradually improved to unlock the potential and strengths of each economic sector and each locality.
The province's key projects were invested for development, especially traffic, transport, irrigation, electricity, information, communication, education, health, science, technology, culture, sports and tourism infrastructure. In 2020, 99.3% of households had access to electricity; 100% of villages had access to electricity; and over 89% of rural households had access to standard water.
Urban infrastructure was upgraded and expanded, combined with the construction of new urban areas. Up to now, 28 communes have met new rural development standards and their essential infrastructure has been increasingly upgraded to enable good socioeconomic development, foster economic development and poverty reduction, create jobs, and improve people’s life quality.
Besides, enterprises without State ownership have developed rapidly. Collective economy and cooperatives have been expanded. International economic integration has advanced and strengthened, with relationships upgraded with ASEAN countries and some Asian and European countries to attract foreign investment fund, introduce the image of Kon Tum province and provide business opportunities for investors.
... to "bright spots " in the sociocultural field
Along with outstanding economic achievements, the sociocultural field also witnessed positive "bright spots". Many beautiful and unique cultural values were restored, preserved and promoted. Some traditional handicrafts made by local ethnic minorities continued to be restored and developed. The movement “All people unite to build cultural life” and the construction of cultured agencies achieved positive outcomes, with 587 out of 1,045 agencies and enterprises meeting cultural standards, or 56% of the total. Up to 74% of villages and residential groups satisfied cultural standards. Education and training quality was upgraded and the quality of human resources was improved. The rate of trained laborers was 52% by 2020.
In addition, the quality of medical examination and treatment, health care and protection was enhanced. All communes, wards and townships were recognized to meet national healthcare criteria in the period 2011-2020. More people had access to health insurance and unemployment insurance coverage, with 90.6% of people insured. The National Target Program on Poverty Reduction, programs and projects for ethnic minorities and mountainous people were focused on implementation and achieved many important results. The poverty rate decreased by 4.05% annually.
Furthermore, political context, national defense and security were kept stable and consolidated. Social order and safety was ensured. The apparatus and personnel were reorganized synchronously and effectively. Grassroots public employees were gradually standardized to meet working requirements. Leadership capacity and combat strength of Party grassroots organizations and quality of Party members were improved. Inspection and supervision continued to be carried out regularly in accordance with given processes and regulations to uphold the discipline. The mass mobilization of the whole political system was positively changed. Grassroots democracy regulations were effectively implemented.
The work performance of the People's Councils at all levels and the administrative capacity of the People's Committee and governmental agencies at all levels were enhanced, especially in budget management, solutions to difficulties faced by enterprises, and investment attraction. Administrative reform was positively changed, with the single-window mechanism performing well. The Provincial Public Administration Service Center was established and put into operation, with 1,357 procedures solved or 95% of total administrative procedures at the provincial level. Single-window divisions responsible for receiving applications and returning settlement results at district and commune levels continued to be improved to deliver better service to people and businesses. Electronic information systems and public service portals at provincial, district and commune levels were constructed and implemented. The people actively participated in and responded to the patriotic emulation movement launched by all levels and branches.
In its 110-year history, with a resilient and indomitable tradition forged from the process of national construction and protection, Kon Tum province has upheld the spirit of unity, connectivity and innovation to build and develop the province more stably. Being proud of its great achievements, with a new position and strength, the Party and the people of the province are determined to "Reinforce construction of clean, strong, dynamic and creative Party and political system; strengthen national unity; maintain national defense and security; mobilize, exploit and effectively use resources for rapid and sustainable development of Kon Tum province” and work with the whole country to successfully execute the resolution of the 13th National Party Congress.
