Hardly any locality in the country has as good a basis for economic development as Quang Ninh province. It is the No.1 centre for coal resources, power industry, cement and material construction; it has 4 cities directly under the province including Ha Long, Cam Pha, Uong Bi and Mong Cai; it was approved to build 2 economic zones including Van Don and Mong Cai towards eco-tourism centre and international trade and financial centre; and it has favourable conditions for trade with China through the border gate system on land and sea. With these advantages, over the recent years, Quang Ninh has always identified industry and trade as a spearhead sector for socio-economic development of the locality.
The growth rate of GDP per capita of Quang Ninh in the period 2006 - 2010 reached 12.7 percent/year, nearly double compared to the national average. The total industrial production value increased by 14.51 percent; the industrial fields which have advantages and high competitiveness such as coal, building materials, thermal, mechanical and shipbuilding, forming an industrial centre.
The service sector develops variously, meeting the demand of business and people's lives. In particular, domestic trade develops in terms of quality, expanding in both urban and rural, mountainous and island. Total imports and exports in 2010 increased by 1.97 times compared with 2006. In which local import and export has been increasing, reaching an average speed of 46.05 percent/year. Foreign markets are gradually expanding while the traditional markets remain. The main export markets are China, the ASEAN countries, Japan, the EU, of which China accounted for more than 50 percent. Sources of export are also diversified, the proportion of processed exports gradually increase. Some items have become major exports goods of the province, bringing large exchange for the locality.
Following these achievements, in the period 2011 - 2015, Quang Ninh province is striving to become a dynamics area of the Nothern economic region, an important gateway for international economic cooperation. By 2015, Quang Ninh province will become an industrial province towards modernization.
With that goal, the province set a target growth rate of GDP from 2011 - 2015 is 13 percent/year, GDP per capita in 2015 will be US$ 3000-3227, the economic structure by the end of 2015 will be industry and construction 53 percent, services 43 percent, agriculture - forestry - fishery 4 percent. By 2015, exports will reach US$ 2,887 million.
At the same time, Quang Ninh will develop selective industry, aimed at developing high-tech industry, clean industry; giving the priority to the development of advantageous and branded sectors and products groups; focusing on the development of supporting industry, assemble industry and processing industry; and actively coordinating with ministries, central agencies to implement solutions to economic development.
The coal industry will ensure to meet the domestic demand, gradually reduce exports, attach production to protection of natural resources and the environment. The electricity sector also accelerates the construction and puts into operation thermal power plant Quang Ninh II, Mao Khe (unit 2), Mong Duong I and Mong Duong II. The mechanical shipbuilding industry will continue to upgrade and complete Cai Lan shipbuilding industrial zone, Ha Long shipyard, Ha An shipyard; build a number of large-scale shipyards along with the development of supporting industries in Hai Ha Industrial Zone and Dam Nha Mac Industrial Zone.
Cement and construction industry will be improved and invested, particular in Ha Long cement plant, Thang Long cement plant, Cam Pha cement plant and Thach Lam cement plant, thriving to develop building materials. The province also invests in industrial parks to add new productive forces, centralize management and limit environmental pollution.
Parallel to that, the province also focuses on developing comprehensive service sector, particularly giving priority to telecommunications services, education and training, business financial services, transport and tourism; developing super market system, modern commercial centres in cities, towns, industrial zones and economic zones; boosting export in appropriate growth rate to promote economic restructuring towards exports of high added value goods, increasing processed products with high technology content, gradually reducing crude export goods.
Through the identification of those key tasks, it can be seen that there is a clear shift from hot growth model to green economy model. Protecting the environment and sustainable development are consistent with Quang Ninh’s current orientation. It is also considered as strategic objectives and political will of the province to build Quang Ninh to become an industrial and service province towards modernization in 2015.
