Sine being established in 2011, Ha Giang Investment Consultants and Promotion Centre has actively given advice to the Provincial People’s Committee (PPC) and performed multiple operations consulting and investment promotion as well as coordinated with other provincial agencies to come up with solutions to support businesses and investors. Vietnam Business Forum interviewed Mr Luu Dinh Phat, Director of Ha Giang Investment Consultants and Promotion Centre, on the solutions to promote investment of the province.
What do you think about the importance of the establishment of the Centre and some activities of the Centre in recent years?
The establishment of the Ha Giang Investment Consultants and Promotion Centre plays an important role to the development of Ha Giang. According to Chairman of the Ha Giang People's Committee Dam Van Bong, there have been many concerns to the administrative procedures, causing difficulties in promoting investors to invest in the province and leading to discouragement to the investors. The province is required to simplify the administrative procedures to eliminate all obstacles of the investment procedures. This is the mission of the Ha Giang Investment Consultants and Promotion Centre
Ha Giang is a less developed province so it faces many limitations on physical facilities, human resources, and funding. Moreover, the Centre is newly born so it is facing many shortcomings. However, with determination and efforts, the Centre has gradually overcome difficulties and actively given advice to the PPC, directly implementing the external activities, promoting investment, strengthening advocacy, and introducing about the potentials and strengths of Ha Giang.
Such the efforts have contributed to the achievements of Ha Giang; from 2011 to 2014, Ha Giang issued certifications to 62 FDI projects with a total investment of VND 3,251.9 billion in the areas such as minerals, hydroelectric, planting, building and farming; and 18 current projects have been re-certified. The province has signed 23 ODA projects and programmes with subsidiaries from donors such as Saudi Arabia, WB, ADB, JICA, IFAD, and UNDP, with total capital of VND1,988.6 billion.The establishment of the Ha Giang Investment Consultants and Promotion Centre plays an important role to the development of Ha Giang. What specific activities has the Centre performed to promote the potentials and strengths as well as cultural characteristics of Ha Giang?
The promotion activities are always focused. In recent years, the Centre has published and released 17 newsletters about the projects of Ha Giang province in some sectors like tourism and service, economic development, and processing of agricultural and forestry products. In the upcoming time, the Centre will further strengthen the promotion activities to introduce about the strengths of the province on the investment promotion forums. The Centre will release a documentary portfolio to call for investment projects in the phase of 2015- 2020 in all the fields and to introduce incentives of Ha Giang for the investors.
In the near future, what solutions will the Centre come up with for the PPC to improve the investment environment by upgrading the Provincial Competitiveness Index (PCI) to attract investment to the province effectively?
Improving the business environment and enhancing competitiveness draw great attentions of Ha Giang province. The Centre will advise the PPC to annually organise meetings or workshops to report and review the performance of its PCI. Accordingly, the province will direct its responsible departments to implement multiple solutions to enhance the PCI.
From 2015, the Centre will advise the PPC to promote investment activities, proactively advising the PPC to quickly remove "bottlenecks" of the current investment environment such as perfecting mechanisms and preferential policies to support investors, promoting administrative reform, strengthening planning, adjusting planning and geographical sectors, and adopting clearance.
To avoid the overlapping and duplication of the investment promotion activities duplication, the Centre is proposing the PPC and the ministries, central agencies and the Government to assign all investment, trade and tourism activities for a focal point.
