Lam Dong in search of Intensive Development

After more than four years of carrying out Decision 1462/QD-TTg dated August 23, 2011 of the Prime Minister approving the Master Plan for Lam Dong Socioeconomic Development to 2020, Lam Dong province has made impressive progress in socioeconomic development and lifted its role in the Central Highlands. Mr Doan Van Viet, Chairman of Lam Dong Provincial People’s Committee, said that this foundation of success has enabled Lam Dong province to speed up economic growth, restructure the economy according to roadmap and take necessary steps to improve growth quality and competitiveness efficiency in domestic, regional and international markets. Could you please introduce remarkable achievements of Lam Dong province after more than four years of implementing Decision 1462? To enhance the effect of Decision 1462 in the coming time, what action programmes will the province focus on?
In more than four years, with the active support of central authorities; the drastic, flexible and effective leadership of the Provincial Party Committee; and the effort of the people, Lam Dong province has overcome difficulties and challenges to achieve inclusive development results. The province’s annual GDP growth was 14.1 per cent on average; GDP per capita was VND45.2 million in 2015; social investment capital increased from VND14,200 billion in 2011 to VND21,200 billion in 2015, up 49.3 per cent. High-tech agriculture was developed. Production value on a hectare of arable land is VND140 million in 2015, up more than 1.8 times over 2010. The province has 8,411 industrial production facilities as of 2015, whose production value reached estimated VND11,683 billion in the year, up more than 1.6 times over 2010. With better tourism facilities, tourist arrivals to Lam Dong province increase year after year, reaching 5.1 million tourists in 2015.
 
Together with economic achievements, cultural and social aspects have also progressed, including education, training, healthcare, social security, political security, social order and safety. The National Target Programme for New Countryside Construction has been effectively carried out to give a facelift to rural areas. To effectively implement Decision 1462, in the coming time, Lam Dong province will continue to expand its effective high-tech agricultural models, create sustainable links between producers and businesses, with research centres and institutes to create high-income value chains in agriculture. The province has also focused on developing processing industry, mining industry, and agriculture-supporting industry as well as advancing the execution of the National Target Programme on New Countryside Construction. The province has accelerated the development progress of tourism projects, the restoration and upgrading of tourist attractions, and enhanced diversity and quality of tourism products and services. Lam Dong will also exert resources on developing synchronous and modern infrastructure system and upgrading urban zones, especially Da Lat and Bao Loc; upgrade Duc Trong district into Duc Trong town. The province will continue to apply attractive employment policies to catch the fancy of professionals and skilled workers for priority areas where local labour force is short.
 
Could you please tell us some encouraging results from executing the Master Programme for Public Administration Reform in the 2011-2020 period? What policies will the province adopt to further enhance the effect of public administration reform and public service?
Lam Dong province has directed all administrative bodies to reform administrative procedures since 2011 and issued many directive documents to realise this policy. Provincial and local bodies have thoroughly grasped public administration reform policies and gradually enhanced State administration, particularly in public administration reform.
 
In the 2011 - 2015 period, Lam Dong has issued 70 decisions to update and announce new administrative procedures at all levels. So far, the province has publicised 1,647 administrative procedures, including 179 cross-agency common procedures. The single-window, one-door mechanism is carried out in all administrative agencies all over the province, with more and more administrative procedures added to this mechanism year after year. Officers at reception divisions are strengthened in both quality and force. Working facilities are also upgraded accordingly.
 
In the coming time, to enhance the effect of administrative procedure reform and improve working practices to better serve society, Lam Dong will focus on speeding up administrative reform, reviewing and simplifying administrative procedures and expanding single-window processes. The province will expand information technology application and modern software to facilitate investors to implement administrative procedures concerning investment, land and construction.
 
The province will regularly organise meetings and dialogues with investors to promptly remove all difficulties and obstacles, direct provincial departments and localities to strengthen coordination, support and consultation with investors when they bring their projects to the province. The province will frequently update information mechanisms and policies relating to investment, business and market in the province.
 
At present, Lam Dong is concentrating on key industries to promote its rapid and sustainable economic development. What has the province focused on to effectively restructure its economy and raise the share of industry and service in the economic structure?
Lam Dong province has rich potential and advantages for the development of travel services and smart agriculture. Specifically, in the tourism services sector, the province is developing tourism in a sustainable manner, taking service quality and ecological environment as the centre to gradually make tourism into a spearhead dynamic economic sector of the province, and building Da Lat into a tourism centre of national and regional classes.
 
In smart agriculture, Lam Dong has set smart agriculture as a ground-breaking stage for socioeconomic development in the present time and in the future. Besides land, scientific, technological, trade promotion, training and human resources, Lam Dong has applied many policies to draw investment capital and boost domestic and international cooperation in smart agriculture programme.
 
In the future, the province will focus on restructuring the economy to increase agricultural productivity and raise the currently low share of industry and services. The province will strengthen its cooperation with other localities to plan and implement socioeconomic development, promote investment for agriculture and rural development, build socioeconomic infrastructure and irrigation works, plant and protect forests to combat against climate change, train human resources, and carry out social security policies. All these efforts are aimed create synergised forces and greater resources for socioeconomic development towards effectiveness, sustainability and profitability.
 
To make Lam Dong province a development engine of the Central Highlands in 2020, in addition to development efforts based on internal forces, how will Lam Dong province take advantage of external resources?
Firstly, Lam Dong will focus on building plans to realise Decision 1528/QD-TTg dated September 3, 2015 of the Prime Minister on a number of specific mechanisms and policies for Da Lat City development.
 
To enhance the effect of capital from foreign organisations and individuals, Lam Dong province will review and adjust the Socioeconomic Development Master Plan to 2020, with a vision to 2030, to create foundations for infrastructure development investment, particularly transport infrastructure within the province and together with other provinces. The province will also change investment promotion methods to specify key areas, strategic investors and driving projects; speed up public administration reform, especially administrative procedure reform, to create favourable conditions for investment. Lam Dong will also seek central support for recommendation and selection suitable foreign partners to establish infrastructure agreement, and exploit local potential and advantages for socioeconomic development and people’s livelihood improvement.
